Description
The Maritime Administration (MARAD) intends to award a sole source 1-year time-and-materials type contract with 4 1-year option periods to A. Strauss-Wieder (ASW) for maritime economic impact analysis as described in the following paragraphs. The project is a follow-on to a previous procurement and will be undertaken in a series of 3 incremental phases, each building on the previous phase. The overall analytical framework focuses on analysis and reporting of the economic value of the Maritime Transportation System. ASW possesses a unique combination of maritime economics experience, an intimate knowledge of the impact model software, and vast application experience with the software. Phase I: Update the Port Economic Impact Model to include: software updates; updates to the cargo and passenger sectors; updates to capital expenditure input screens; updates to the maritime sectors database, state economic database, and U.S. input-output (I-O) relationship database; and, updates to the model handbook to include trade disruptions and trade diversions, as well as modal diversions. Phase II: Augment model capabilities and undertake initial quantitative assessment for all 3 coastal regions using publicly available and other data sources. Phase III: Augment model capacities for the inland waterways and shallow draft ports and complete quantitative assessments. The Model will be augmented to allow assessment of capital expenditures, ongoing marine activities and "what if" scenario analysis. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fourteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
