- SOURCES SOUGHT ? SSDOTTL002 ADP SUPPORT SERVICE FOR ORACLE AND MS ACCESS DEVELOPER The Department of Transportation (DOT), Office of the Secretary of Transportation (OST) Office of Financial Management plans to issue a Request for Proposal (RFP) for Oracle and MS Access Developer support, see attached Statement Of Work (SOW) for complete details. This sources sought notice is open to Service Disabled HubZone and/or 8(a) Veterans only under NAICS Codes: 54152. Award of a fixed price, labor hour contract is anticipated. The solicitation may be distributed electronically via the Government?s electronic posting Web site at http://www.eps.gov under the Department of Transportation, OST, Acquisition Services. This synopsis is for information and planning purposes only. It is not a notice of a solicitation, and does not constitute a Government agreement to contract. Interested Service Owned Disabled Veteran Hubzone and/or 8(a) companies under NAICS 54152 must submit the firms name, address, phone number, contact name, GSA/GWAC schedule number if applicable, business entity (i.e., small business, 8A, HubZone, etc.), and a brief description, not to exceed 3 page, explaining how you meet the requirements of this synopsis. Specifically, contractor?s qualifications and proven staff expertise and familiarity with federal financial systems, Oracle and Microsoft Access per attached SOW . Responses are required by 2:00 pm EST on Friday, May 12, 2006. Two hard copies shall be submitted via express mail (i.e., FEDEX, UPS, etc.) to: U.S. Department of Transportation, Acquisition Services, Attn: Theresta Lanier, Room 5106 400 7th Street S.W. Washington, DC 20590. In all correspondence, ensure that you reference Sources Sought announcement number SSDOTTL002. Facsimile and e-mail submissions will not be accepted. The Government does not pay for any expenses incurred in the preparation of this request. Any entity responding to this SOURCES SOUGHT should ensure that its response is complete STATEMENT OF WORK DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK (SOW) Data Management in Support of Office of Financial Management (OFM) GENERAL 1.1 Scope of Work This SOW covers Federal financial data planning, support, programming, reports production, financial information systems design, and maintenance. All print and electronic products produced or otherwise developed under this contract shall become the property of the Federal government. 1.2 Background The Office of Financial Management (OFM) operates the Working Capital Fund (WCF) and provides a wide range of technical and administrative services. The WCF must recover the full value of the cost of delivering services. Resource planning as well as financial and cost analysis is performed by the OFM. Forecast data supports obligation and outlay estimates for the WCF as a whole and also provides information for Departmental customers on service usage estimates. OFM receives and formats data from a variety of sources to include the Departmental accounting system and from internal sources to create reports that are used in the analysis of the funding requirements, cost and pricing projections, financial status, and customer estimates. The contractor shall be required to support the information management of data supporting these efforts. 1.3 Contractor Personnel Requirements The contractor shall provide personnel with sufficient experience in Oracle and Microsoft Access database management, system design, forms, views, and reports sufficient to perform the work outlined in paragraph no. 4.0 below. 1.0 Application Referenced Documents The contractor shall have significant expertise in Federal government budget and accounting systems along with knowledge of the U.S. Standard General Ledger codes and terminology. 2.0 Definitions The Oracle database is version 8i and the forms and reports are currently operating version 6i. The database, forms and reports could be upgraded by DOT to 9i in the near future. The Microsoft Access database is currently version 97. The contractor shall support higher versions of software upon implementation within DOT and OFM. 3.0 Government Furnished Property/Data/Services The Government will provide office space suitable for up to two persons, furniture, and ADP equipment and software sufficient to perform the work in paragraph no. 4.0 below, in the Department of Transportation (DOT), Nassif Building, located at 400 Seventh Street, SW, Washington, DC 20590. This location will change in 2007 as DOT moves to a new building near the Navy Yard. 4.0 Specific Work Requirements Task A. Program Management The contractor shall provide adequately trained and experienced manager(s) to manage the work under this contract. The manager(s) shall manage all program support activities, coordinate all work assignments, and supervise/manage all employees. Task B. Data Management and Reports Requirement The contractor shall provide system design documentation for any new or existing system modules and enhancements to existing systems that the contractor designs under the contract. The contractor shall become familiar and knowledgeable of the WCF?s accounting codes and financial structure. The contractor shall manage and maintain all data for the following systems. The data shall be maintained in such a manner that standard reports can be prepared within one business day of the request. (i) Resource Requirements Data Decision (R2D2) System: This is the WCF?s budget system developed with Oracle. The contractor shall design, develop, and maintain system input forms and reports. The contractor shall advise the Government on the value of potential changes to the database structure. (ii) Financial Management Reports: These are the financial reports utilized by the WCF managers that are developed in MS Access using data from the accounting system (i.e., from the Delphi Transaction File). The reports are produced monthly and saved in ADOBE PDF files ten days after month end. The contractor shall provide software design, report formatting, data download, and monthly report production. The contractor shall verify totals against those in the DOT?s accounting system to validate amounts of revenues, expenses, obligations, accruals and similar data. The contractor shall distribute reports as necessary. Problem Tracking: The contractor shall design, develop, and maintain system data base structures, input forms, and reports. The contractor shall advise the Government on the value of potential changes to the database structure. Reports, system changes, and analyses of potential changes shall be provided by the contractor. The contractor shall manage and maintain the requirements for all Information Technology Security as governed by all the latest Federal standards. The contractor shall attend meetings and obtain the necessary standards and requirements for DOT?s Chief Information Officer (CIO) office. Other Reports and Queries: The contractor shall become familiar with the modules and file structures of the DOT accounting system (Delphi) to be able to develop and run ad hoc queries utilizing the accounting system?s Web Reports and Discoverer queries (ad hoc query systems). This is necessary to validate data of the Financial Management Reports developed and to support other report requirements for the WCF. The Contractor shall reconcile errors with data between the accounting system and the reports being generated under this contract. The contractor shall develop and run ad hoc queries to identify data errors and apply corrections as necessary. 5.0 Location of Services Unless otherwise specified, onsite labor shall be located in the facilities provided by the Government in Washington, DC. The most likely location of facilities for use by the contractor will be in the DOT Nassif building located at 400 Seventh Street, SW, Washington, DC 20590 (this location will change in 2006 as DOT moves to a new building near the Navy Yard) 6.0 Security Classification The data that the contract will have access to is considered Department sensitive and shall not be released to the public or outside of DOT. The contractor?s employees shall be subject to favorable background investigations. 7.0 Deliverables In addition to the system designs and reports described above in paragraph no. 4.0, the contractor shall prepare a receiving report describing the monthly progress and status. The report shall provide the status of all work performed during the given reporting period (i.e., monthly) as well as information on any problems encountered or anticipated and suggested solutions. The report shall reflect the number of hours worked in a given month by employee. The report shall be submitted on or before the 25th of the month being reported on. Two hard copies shall be provided to the Contracting Officer?s Technical Representative and a copy submitted to the Contracting Officer.
