Description
Computer Operations, Maintenance, Database Administration and Web Application Development and Administration Services This is a ?sources sought? announcement to locate prospective 8(a) small business firms to perform computer operations, software maintenance, web administration, and related services for Air Force Combat Climatology Center, Asheville, NC. A decision whether to set-aside this requirement for 8(a) small business firms will be based on capabilities packages submitted in response to this announcement. The estimated contract start date is 1 Oct 2006, and the anticipated performance period will be a base period of 12 months and four one-year options. All work will be performed at Air Force Combat Climatology Center, 151 Patton Ave, Asheville, NC. Top Secret security clearances will be required. The NAICS Code for this requirement is 541511, and the small business size standard is $21 million. The following ?Capabilities Package Requirements? state the major elements and experience requirements that must be addressed in capabilities packages. Respondents capable of performing this effort are requested to furnish a capability package of no more than 10 pages. Resumes are not requested and should not be submitted. Please include your company name, address, telephone number, point of contact with e-mail address, business size, Data Universal Numbering System (DUNS), Central Contractor Registration (CCR) number, Federal Cage Code, general description of the company with proven ability to meet requirements, and a description of similar contracts, to include agency name, contract number, dollar magnitude, performance period, and point of contact with telephone number. Capabilities Package Requirements for Computer Operations, Maintenance, Database Administration and Web Application Development and Administration Services: A. Interested firms must submit capabilities packages based on the following major elements of this requirement: (1) Monitor and maintain network and communications. (2) Provide computer support for personal computers, Sun UNIX-based workstations, servers, disk arrays, tape silo, firewall, and printers. (3) Establish and maintain user help desk. (4) Maintain database on all problem reports and solutions. (5) Analyze future processing requirements. (6) Develop solutions and alternatives for government decisions. (7) Monitor and maintain Cisco router, hubs, switches, network cabling, one-way communications gateways, modems, cryptographic devices, and long-haul communications lines/associated equipment. (8) Monitor computer service warranties and maintenance orders. (9) Interface with maintenance contractors and government agencies. (10) Monitor and document system performance. (11) Maintain hardware and operating system/applications software. (12) Perform systems administration and all aspects of security, to include firewall management, account management, security technology research and application, and preparing incident reporting. (13) Develop, maintain, and provide computer system documentation to include operating instructions/procedures, in-house produced scripts/programs, and training plans. (14) Administer four servers with Internet connectivity. (15) Develop, implement, and maintain procedures to comply with government policies. (16) Analyze, design, develop, and implement changes and upgrades to homepage and add new capability requirements. (17) Maintain documentation for all technical change requests/problem reports, and fixes. (18) Install, configure, and maintain web system software. (19) Develop, maintain, and provide computer system documentation. (20) Develop, maintain, and provide services for web application development, design and administration for existing and new internet and intranet web pages. (21) Perform all aspects of database design, development, and implementation of data structures, database architectures, and database methodologies. Install, configure and maintain database instances and associated software. B. Capabilities packages will address: (1) Experience or expertise in JWICS (Joint WorldWide Intelligence Communications Systems) and SIPRNET (Secret Internet Protocol Router Network); (2) Experience in hosting web pages on the above circuits; (3) Experience with web software such as: XML, ASP, PHP, JSP, Java Servlets, Java Beans, Perl CGI, web designing: HTML, CSS2, JavaScript (4) Experience with database software such as: MS SQL, Oracle8i,9i, 10G(desirable), Macromedia Dreamweaver, Adobe Photoshop, Adobe Illustrator, Microsoft Office, and Coldfusion (5) Experience in classified environments and possession of Top Secret clearances; (6) Experience working with Certification and Accreditation packages for systems; (7) Experience with data transfer methods from unclassified to classified environments; (8) Experience or knowledge of DODIIS (Department of Defense Intelligence Information System); (9) Experience in UNIX and SOLARIS operating systems in a client-server environment; (10) Experience monitoring and implementing firewalls; (11) Experience with RDBMS in a client-server environment. (12) Experience with or knowledge of the Advanced Climate Modeling and Environmental Simulations (ACMES) system. C. Interested offerors must also provide information about how the firm maintains proficiency for its employees, and how the firm would transition from the current contractor.
