- COMBINED SYNOPSIS SOLICITATION FLOOR COVERING INSTALLATION (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-R-06-0008. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. (iv) This procurement is being issued as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 238330 with a small business size standard of $12M. (v) This combined synopsis and solicitation is for the service of carpet and flooring installation with the following requirements: ClIN Description Unit 0001 Remove and install flooring 0001AA Remove existing carpet and/or vinyl flooring SY 0001AB Remove existing cove base LF 0001AC prepare substrate for carpet/vinyl SF 0001AD Install Carpet SY 0001AE Install vinyl sheet flooring SY 0001AF Install carpet cove LF 0001AG Install rubber or vinyl cove LF 0001AH install edge guards and transitions LF The flooring will be government supplied carpet or vinyl sheet flooring. This will be a blanket purchase agreement and work will be assigned to the contractor at various times throughout the performance period of the fiscal year. The government may choose to award all, some, or none of the items of work identified on the bid schedule. Styles and types will consist of cut-pile, loop-pile, jute backed, rubber or vinyl backed first quality, and free of visual blemishes. Carpet materials and treatments are non toxic, reasonably non-allergenic and free of recognized health hazards. The contractor shall provide aluminum bend-down type edge guard and rubber /vinyl transition strips for direct glue down carpet and vinyl flooring. The contractor shall provide and install new 4? style carpet cove with bond edge or 4? vinyl/rubber base with pre-molded corners on all outside corners as determined by inspector. The contractor shall provide water resistant type adhesive as recommended by manufacture, which complies with flammability requirement for installation. The Contractor shall comply with adhesive spread recommendations of the manufacture of the product installed. The contractor shall provide all materials required to clean, patch, level, and prepare substrate for flooring. (vi) Delivery will be FOB destination, Malmstrom AFB, MT 59402. (vii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. (viii) Quotes will be evaluated on price, price related factors and ability to meet specifications. (ix) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items. (x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. (xiv) All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov/. The Government reserves the right to award on a multiple award or an all or none basis. (xv) Quotes are required to be received no later than 12:00 PM MST, Wednesday, May 25, 2006.
