Description
This is a Pre-Solicitation Notice for Regional Security Guard Services at Great Lakes Naval Station, Great Lakes, IL; Millington Naval Support Center, Millington TN; NAVSEA?s Large Cavitation Channel (LCC) in Memphis, TN; and Crane, Indiana. Required services are commercial, therefore, FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation shall apply to this acquisition. The successful offeror to any forthcoming solicitation shall provide all management, supervision, labor hours, training, equipment and supplies necessary to perform Armed Security Officer services to include but not limited to: manning watch standing posts, providing entry control point services (guard gates), performing identification checks, performing vehicle inspections, performing roving guard services that monitor facilities, and dispatch services. In addition, the successful offeror may be required to provide Military working dogs to be used at the various bases discretion. The contractor shall perform in accordance to the standards outlined in the Performance Work Statement once issued. Based on current staffing levels it is anticipated that there will be a need for approximately 160 positions across the various bases. The number of positions is only an estimate, and will be more accurately defined in the solicitation. The successful offeror will be required to ensure that all guards meet the licensing requirements for the state in which the installation is located. A Firm Fixed Price Performance Based service contract is anticipated when the solicitation is issued. The Period of performance will begin on or around 1 Nov. 06 To 31 Oct 07 with four additional option years corresponding with the base year, along with the possibility of five award option periods corresponding on the same dates as previous option years, which may be exercised if the contractors performance warrants. Option years are anticipated unless precluded by legislative language (Bob Stump National Defense Authorization Act: PL 107-314 Sec 332). This acquisition is an 8(a) competitive set-aside. The solicitation document will incorporate provisions and clauses that are in effect through Federal Acquisition Circular 2005-07, DFARS Change Notice (DCN) 20060412. The North American Industry Classification System Code (NAICS) is 561612. The small business size standard is $10,500,000 million. Solicitation N40083-06-R-4010 will be issued as an RFP on or about 15 June 2006. The entire solicitation will be made available on the NAVFAC E-Sol website http://esoladmin.navfac.navy.mil/ and the Navy?s electronic commerce site www.neco.navy.mil. An estimated closing date of 17 July 2006 is anticipated. No paper copies will be issued. To be eligible for contract award, offerors must be a certified 8(a) small business registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov/ or by contacting CCR Customer Service Contact Information at 1-888-227-2423 and all offerors must submit their representations and certifications at the Online Representations and Certifications Applications (ORCA) website at http://orca.bpn.gov. All responsible 8(a) small businesses may submit a proposal that will be considered by Naval Facilities Engineering Command Mid-West. The anticipated contract award date is on or around 1 November 2006. Additionally, the Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
