- This award is 100% set-aside for 8(a) competition. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DOL069RP20208 is issued as a Request for Proposal (RFP) for moving services to be performed for the U.S. Department of Labor's National Office, OASAM/BOC/OAS/DCS. The Government intends to award an Indefinite Delivery/Indefinite Quantity contract established on the basis of firm-fixed rates for labor hour services. Due to heightening building security conditions around the U.S. Capitol and surrounding federal buildings, hand-carrying of proposals is discouraged. Do not drop off proposals with the building security officers or leave packages unattended and this office cannot guarantee availability of documents. The prices(s) are inclusive of any and/all labor, indirect cost, material, parts, equipment, pick-up and delivery, ancillary costs and applicable fees. No other compensation will be paid to the contractor. QUESTIONS: The cutoff date for receipt of all questions regarding this RFP or the attached SOW shall be submitted via e-mail NOT LATER THAN 05/19/2006, 12:00 Noon, E.S.T Zone to spillman.linda@dol.gov. The offeror shall include, with their business/cost proposal, a cover letter that must be signed by an official authorized to bind the offeror, and it shall contain a statement to the effect that the proposal is firm for a period of at least one hundred and twenty (120) days from the date of receipt by the Government. The RFP does not commit the Government to pay any costs incurred in the submission of your proposals or to contract for the articles or services. It is also brought to your attention that the Contracting Officer is the only individual who can commit the Government to the expenditures of public funds in connection with this procurement. STATEMENT OF WORK Background. The Office of Administration and Management, Business Operations Center, Office of Administrative Services is responsible for providing moving services for the Department of Labor (DOL) Agencies within the Frances Perkins Building (FPB), the DOL Warehouse and occasionally for DOL Agencies located in other locations within the Washington Metropolitan Area. Scope. The purpose of this indefinite-delivery, indefinite-quantity contract is to obtain on site Contractor moving services to assist the U.S. Department of Labor in all aspects of moving services. Contractor tasks shall include moving furniture and/or large items from one space to another. It could include moving items from one office to another or moving items from one building to another location. 1.1 CONTRACTOR PERSONNEL 1.1.1 Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements and comply with all schedules specified in each Work Authorization Service Request (DL Form 1-2054). All Contractor employees shall be able to read, write, speak and write and understand English fluently, and shall be a citizen or legal resident of the United States. 1.1.2 Moving Services Supervisor. The Contractor shall provide a Moving Supervisor who shall be designated as ?key? (PWS 1.4) and shall be responsible for ensuring all work is performed as required under this contract. The Moving Supervisor shall ensure Contractor employees are aware of, understand and abide by Department of Labor established rules, regulations and safety practices, and shall have full authority to act on matters pertaining to the performance of services under this contract. The Moving Services Supervisor shall be an experienced supervisor, with at least two years of supervisory experience, capable of performing supervisory functions with full authority to dismiss employees from the job. The Moving Services Supervisor, who will be located at the Frances Perkins Building, shall be responsible for the Moving Services Assistant Supervisor assigned to the DOL Warehouse. 1.1.3 The Moving Services Supervisor shall also be the primary point of contact for the Contracting Officer and designated representatives of the Contracting Officer. The name of this individual, and the name(s) of any alternate(s) who shall act for the Contractor when the Moving Services Supervisor is absent, shall be provided in writing to the Contracting Officer not later than 5 business days prior to the date of award for this contract. 1.1.4 During any absence of the Moving Services Supervisor, only one alternate shall have full authority to act for the Contractor on all matters relating to this contract. The Contractor shall not replace the Moving Services Supervisor without prior written approval from the Contracting Officer. 1.1.5 The Moving Services Supervisor shall be available to the Contracting Officer via telephone between the hours of 8:15 am and 4:45 pm EST Monday through Friday, and shall respond within 4 hours of notification for discussion and resolution of technical problems. 1.1.6 Moving Services Assistant Supervisors. The Contractor shall provide a Moving Services Assistant Supervisor who shall be responsible for ensuring all work is performed as required under this contract at Satellite location: the DOL Warehouse. The Moving Services Assistant Supervisor shall ensure Contractor employees are aware of, understand and abide by Department of Labor established rules, regulations and safety practices, and shall have full authority to act on matters pertaining to the performance of services under this contract. The Moving Services Assistant Supervisor shall be experienced, with at least one year of supervisory experience, capable of performing supervisory functions with full authority to dismiss employees from the job. 1.1.7 During any absence of the Moving Services Assistant Supervisors, only one alternate shall have full authority to act for the Contractor on all matters relating to this contract. The Contractor shall not replace the Moving Services Assistant Supervisor without prior written approval from the Contracting Officer. 1.1.8 The Moving Services Assistant Supervisor shall be available to the Contracting Officer via telephone between the hours of 8:15 am and 4:45 pm EST Monday through Friday, and shall respond within 4 hours of notification for discussion and resolution of technical problems. 1.1.9 Employee Conduct. The Contractor?s employees shall observe and comply with all applicable local and headquarters regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, ?off limits? area, wearing of a uniform). The Contractor shall ensure that all contractor employees present a professional appearance at all times and that their conduct does not reflect discredit on the United States or the Department of Labor. The Contractor shall ensure that the contractor employees wear clean uniforms, are well groomed with shirts tucked into their slacks. The contractor employees shall not wear hats or scarves on their heads while in performance of this contract. The Contractor shall ensure that the contractor employees wear their ID badge at all times while in performance of this contract. 1.1.10 Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any contractor employee from the U.S. Department of Labor facilities for misconduct or security reasons. Such removal does not relieve the Contractor of the responsibility to provide sufficient qualified personnel for adequate and timely service. The Government will provide the Contractor with an immediate written rationale for removal of the employee through the Department of Labor Contracting Officer. 1.1.11 Employee Identification. Contractor employees visiting Government facilities shall wear an identification badge that, at minimum, displays the Contractor name, the employee?s photo, name, and badge expiration date. 1.1.12 The Contractor employees working on-site at Government facilities shall wear a Government issued identification badge. 1.1.13 All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. 1.1.14 Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to, cause a conflict of interest. 1.2 KEY PERSONNEL The Moving Services Supervisor shall be designated as Key. Before changing an individual identified as Key, the Contractor shall notify the Contracting Officer no less than 14 business days in advance and shall submit written justification (including the name and qualifications of the proposed substitute(s). The proposed substitute(s) shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not substitute Key personnel without written consent from the Contracting Officer. 1.3 PERIOD OF PERFORMANCE The period of performance for this contract is one year from date of award with (4) one-year options. 1.4 PLACE OF PERFORMANCE The primary place of performance will be the U.S. Department of Labor Headquarters Building (Frances Perkins Building) at 200 Constitution Avenue, NW, Washington, DC 20210. The satellite place of performance is the DOL Warehouse at 6295 Edsall Road, Suite 180, Alexandria, Virginia 22312. Additional locations may be announced by the Contracting Officer?s Technical Representative (COTR). 1.5 HOURS OF OPERATION The Frances Perkins Building hours of operation are 8:15 am to 4:45 pm. The DOL Warehouse?s hours of operation are 7:30 am to 4:00 pm. 1.6 TRANSPORTATION OF MOVERS The Contractor shall be responsible for transporting the laborers to and from their places of performance. A 12 to 15 passenger van must be housed at the Department of Labor (FPB) Loading Dock for the moving supervisor to transport laborers and equipment to designated locations. 1.7 PROGRESS MEETINGS The Moving Services Supervisor may be requested to meet with the Contracting Officer periodically to evaluate Contractor performance and deliverables. A mutual effort will be made to resolve all problems identified during these meetings. Additional progress meetings may be required as needed. 1.8 PROGRESS REPORTS The Contractor shall submit a monthly progress report to the Contracting Officer via electronic mail summarizing all work performed under this contract. The report shall include a breakdown of labor hours by labor category and all direct costs by line item for each required Work Authorization Service Request (DL Form 1-2054). Additional report requirements may be required. 2.0 GOVERNMENT FURNISHED SPACE The Government will provide the Contractor with a locked storage area at each of the DOL facilities where the Contractor?s equipment is stored. 3.0 CONTRACTOR FURNISHED EQUIPMENT AND MATERIALS The Contractor shall furnish all ancillary equipment and materials necessary to fulfill the requirements of this moving services work required under this contract, unless specifically stated otherwise. It is the responsibility of the Contractor to furnish uniforms, back braces, steel toe shoes, and locks and chain to secure the Contractor?s equipment inside the storage areas. If the Contractor fails to secure the equipment, and it is lost or stolen, the Government will not be liable for the lost or stolen equipment. The Contractor shall furnish adequate materials for protection of the interiors of all buildings, including elevator faces and elevator interiors. The Contractor shall furnish their own vehicles to accomplish the work involved in moving items from one location to another. All 2 and ? ton trucks used to make deliveries or pick ups at the Frances Perkins Building shall be 12 feet or less in height. All moving vans used to make deliveries or pick ups at the Frances Perkins Building shall be 12 feet or less in height, unless the requirement is waived by the COTR prior to delivery or pick up. For safety standards, the Contractor shall use wheel chocks under the front and rear wheels of trucks when loading and unloading them on the street or at a loading dock. Each truck shall carry a dock board that conforms to Federal safety standards. 4.0 REQUIREMENTS The Contractor shall provide quality moving services. The contractor shall provide all materials and equipment to be able to provide moving services to fulfill the requirements of this contract. The required dispatch and release point for all Contractor employees under this contract shall be the loading dock of the Frances Perkins Building, unless otherwise specified in a work order. All work sites to which Contractor personnel will be dispatched shall be within a radius of 50 miles of the U.S. Capitol Building. A site is understood to be a particular work area within a building. After the completion of a move, the Contractor?s employees shall go to the Frances Perkins Building Loading Dock, unless otherwise specified in the work order. The COTR may require the Contractor to dismiss immediately from work under this contract, any Contractor employee who fails to go to the required release point after the completion of a move, and if this failure occurs in more than two instances during the term of this contract, then he/she may be dismissed. 4.1 Moving Services Supervisor The Contractor shall provide a Moving Services Supervisor, who shall have full knowledge of moving services procedures, such as: organizing employees to perform various moving tasks, handling the equipment properly on dollies and/or stevedores to prevent damage, etc. 4.2 Assistant Moving Services Supervisors The Contractor shall provide a Moving Services Assistant Supervisor, who shall have full knowledge of moving services procedures, such as: organizing employees to perform various moving tasks, handling the equipment properly on dollies and/or stevedores to prevent damage, etc. The Assistant shall be under the authority of the Moving Services Supervisor, who is based at the Frances Perkins Building Loading Dock. The Assistant shall be located at the DOL Warehouse facilities. 4.3 Truck Driver The Contractor shall provide a Truck Driver who shall be experienced and licensed to operate the types of motor vehicles required for contract performance. The Truck Driver also shall fulfill the function of ?Laborer? when not otherwise employed. 4.4 Laborers, General Mover Each Laborer shall be fully trained in moving techniques before beginning the job. Laborers shall be required to move boxes, equipment, furniture and packages and to assemble and disassemble equipment. In addition, laborers shall make deliveries of furniture and equipment to rooms within buildings, load and unload furniture, crate and uncrate equipment and reposition equipment as required. ?Highly qualified? laborers must possess one (1) year experience in moving services. This experience shall include the actual physical relocation, placement and handling of furnishings, equipment and machinery or crated materials. Operation of a motor vehicle in excess of 50 percent of this time will not be considered as adequate experience. ?Highly qualified? laborers must have demonstrated leadership qualities in the area of moving services and possess the ability to organize the necessary moving equipment and mover personnel and effect furniture/equipment placement according to agency directions with no charge due to their failure to follow these directions. They must have a thorough knowledge of the appropriate kinds of equipment needed to move specific items. 4.5 Forklift Operator The forklift operator shall be highly experienced and fully trained in operating a forklift before beginning the job. The operator shall be required to operate a ride on or pull type electric or gasoline forklift up to 8,000 pounds capacity. In addition, the Forklift Operator shall fulfill the function of a laborer when not otherwise employed. The Forklift Operator shall possess a Certificate of Satisfactory completion of a training course in the operation of a forklift or equivalent heavy equipment. The Certificate must be issued by a recognized training institute or organization qualified to conduct the referenced instructions. 5.0 REFERENCES ? the Contracting Officer will provide general references, which are identified below, to the Contractor. Adjective Rating (Check one) ___ Unacceptable ___ Acceptable Excellent Unacceptable criteria: Proposals that present a technical approach that has a very limited chance to enable the delivery of the requirements of this contract. Acceptable: Proposals that present a technical approach that indicates an understanding of the requirements of this contract, and presents a plausible plan to provide Moving Services to Department of Labor facilities within the timeframe specified. Excellent: Proposals that present a technical approach that indicates a full understanding of the requirements of this contract, and presents a convincing plan to provide Moving Services to Department of Labor facilities with in the timeframe specified. FACTOR 2: Project Management Organization?s ability to effectively and efficiently provide project management services will be evaluated based on length and type of experience as well as knowledgeable references of past ability in fulfilling the requirements of this request for proposals. Adjective Rating (Check one) ___ Unacceptable Acceptable Excellent Unacceptable: No experience in providing project management services. Acceptable: Multiple years of experience in providing project management services and experience was at an average level. Excellent: Multiple years of experience in providing exceptional project management, extensive project manager presence on site, technical assistance regarding all administrative management issues associated with moving services. FACTOR 3 Prior Experience and Past Performance Organization?s prior experience and past performance will be evaluated based on length and type of experience, knowledge of references of past experience, and level of past performance in fulfilling the requirements of this request for proposals. Panel will evaluate staff experience based on length and type of experience in fulfilling the requirements of this request for proposals. Experience should be identified and quantified for assigned staff members by name. Acceptable: Key personnel and qualifications meet the necessary requirements for this contract. Excellent: Key personnel and qualifications are available and exceed the minimum commitment required for this contract. BASIS OF AWARD According to Federal Acquisition Regulation (FAR), Part 12 and Part 15, the Government shall make award to the responsible offeror whose quote is affordable to the Government as well as realistic in price, and is evaluated as the best overall value to the Government based on price, past performance, technical quote response and evaluation factors considered. This contract award will be an indefinite/delivery, indefinite/quantity (IDIQ) contract. Compensation will be provided to the Contractor for the labor provided under fully executed Task Orders and shall be at the hourly rates provided in the table below. This table should be used in the business/cost proposal submitted. Please include pricing for the four (4)option years. In the Francis Perkins Building, (1) Working Supervisor for min of 416 hrs and a max of 3000 hrs, (6) Experienced Labors for a min of 2496 hrs and max of 15,000. At the Warehouse site, (1) Working Supervisor for a min of 416 hrs and a max of 3000 hrs, (2) Experienced Labors for a min 832 hrs and max of 6000 hrs, (1) Forklift Operator for a min of 416 hrs and a max of 3000 hrs, (1) Driver without truck (1) for min of 416 hrs and a max of 3000 hours.
