- The U.S. Army Tank Automotive and Armaments Command ??? Picatinny intends to award a non-competitive contract to L. Robert Kimball & Associates, Inc., (Kimball) Ebensburgh, PA. for Research, Development, Design, and Pilot Implementation of the Regional Integrated Command Center (RICC). This demonstration program will establish a redundant regional network for interoperable communications by and between all County Emergency Management and Dispatch agencies within the Southwest PA Emergency Response Group (Region 13) and connectivity with other regions and national authorities through a Regional Emergency Operations Command. Through its extensive contract work with the State of Pennsylvania and the Pennsylvania Emergency Management Agency (PEMA), Kimball possesses specialized knowledge and experience in the State and Region 13 Public Safety Answering Point (PSAP) and 9-1-1 Dispatch architectures and Concept of Operations, and is considered the only source that can accomplish the contractual requirements without significant delay and substantial duplication of effort costs. The contractor will provide concept design for the entire region to support an integrated 9-1-1 dispatch solution, a detailed design and implementation of the plan as a two-county pilot to include the acquisition of all hardware, software, and telecommunication services to perform a proof of concept. Deliverables include several Contract Data Requirements including Technical Reports, Design Drawings/Models, Interface Control, Work Plans, Monthly and Final Reports to be delivered to Picatinny, NJ. Contractor travel to multiple locations within the continental United States is required for Project purposes. Period of Performance is one (1) year from date of Contract Award.
