- 1. CONTRACT INFORMATION: a. These services are for Civil and Military Planning Service for the US Army Corps of Engineers Fort Worth District including the Western Region of Instillation Management Agency (IMA) (states include Arizona, California, Louisiana, New Mexico, Oklahoma and Texas) and civil works facilities, within the states of Arkansas, Kansas, Louisiana, Missouri, Oklahoma, or Texas. The North American Industrial Classification System Code is 541620, Environmental Services, with a size standard of $6,500,000.00 in average receipts and corresponding SIC 8748. This announcement is open to all business regardless of size and the award is anticipated to be made on or about August 4, 2006. One award will be awarded from this notice with a t otal value of $5,000,000.00 ($1,000,000.00 for the Base period with four one year options each worth $1,000,000.00) is to be awarded. The Service Contract Act will apply to this acquisition. The proposed services will be obtained by a Best Value Negotiat ed Firm-Fixed Price Contract. Technical and Past Performance will be significantly more important that price. Projects outside the primary area of responsibility may be added upon approval of all parties and at the Option of Fort Worth District, Corps of Engineers. Task Orders issued against contracts awarded under this announcement may be by or for other Government agencies. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov. The Contracting Officer will consider the following factors in deciding which contractor will be selected to negotiate an order: (1) uniquely specialized experience, (2) performance and quality of deliverables, (3) abi lity to accomplish the order in the required time, (4) equitable distribution of work among the contractors. 2. PROJECT INFORMATION: No specific projects are identified at this time. Task Orders issued from this contract will include, conduct but not li mited to, visits, interview, literature searches, prepare digital data bases, develop customized software applications and/or execute suitable studies, and prepare satisfactory reports. The Contractor shall have expertise in military planning activities s uch as real property master plans, area development plans, also spatial data software systems including Bentley compatible CADD, ESRI compatible GIS, GPS systems, Enterprise GIS systems, including implementation planning, design, deployment and maintenance , computer modeling/simulations that depict end-state conditions, military programming (1391) planning charrettes, have capacity to perform multiple projects simultaneously. Also the contractor will have expertise in civil works planning actives includin g Socio-Economic analyses, Recreation benefit analysis, floor damage reduction, aquatic ecosystem restoration, floodplain mapping using Hydraulic Engineering System (HEC) tools, such as HEC-RAS and HEC-FDA. Have expertise in Army standard real property an d planning database systems including but not limited to RPLANS, IFS-M, ASIP, and 1391 Processor. This work will also include CADD/GIS systems, socio-economic analysis, recreation benefit analyses, flood damage reduction, aquatic ecosystem restoration, an d other scientific an technological investigation of accomplish and complete assignments for the Planning Branch of the Planning, Environmental and Regulatory Division (PER) of the Fort Worth District, Corps of Engineers. The contractor shall conduct such work with a primary emphasis on assisting the Fort Worth District in complying with planning and environmental laws and regulations. Any or all of the foregoing work items may be in any or all of the following scientific discipline: Sociology, Economics; History, Forestry, air and Water Quality; Terrestrial Wetlands, aquatic Ecology; Geography, community Planning, Landscape Architecture. The following legislati ve, Executive Order and regulations shall be followed when work is performed Clear Air Act (CAA), as amended; Archeological and Historical Preservation Act, as amended; Clean Water Act (Federal Water Pollution Control Act) as amended; Coastal Zone Manageme nt Act of 1972, as amended; Endangered Species Act of 1973, as amended; Estuary Protection Act of 1986, as amended; Federal Water Project Recreation Act, as amended; National Environmental Policy Act (NEPA), as amended; National Historic Preservation Act of 1966, as amended; Resource Conservation and Recovery Act (RCRA); River and Harbor Act of 1899, as amended; Watershed Protection and Flood Prevention Act, as amended; Wild and Scenic Rivers Act, as amended. Including the following Executive Orders, prom ulgated regulation, and implementing guidance documents, including Executive Order 11593 (Protection and Enhancement of the cultural Environment), Executive Order 11990 (Protection of Wetlands), Army Regulation (AR) 210-20 (Master Planning for Army Install ations), Air Force Regulation (AFR) 126-1 (Conservation and Management of Natural Resources), AFR 86-4 (Base Comprehensive Planning), AFR 19-2 (Environmental Impact Analysis Procedures), Engineering Regulation (ER) 200-2-2 (Procedures for Implementing NEPA ), AR 200-2 (Environmental Effects of Army actions), AFR 126-7 (Historic Preservation), and AR 420-40 (Historic Preservation). The contractor shall conduct operations in a safe manner in accordance with CE Safety and Health Requirements Manuel (EM 385-1-1 ) revised November 2003. SOURCE SELECTION: The offeror shall provide past performance information. References shall include relevant contracts performed for federal agencies and/or commercial customers within the last three (3) years. Relevant contracts /orders include contracts/orders for similar types of services described in this solicitation and of the same magnitude (contracts that are greater than or equal to the dollar value) of this solicitation as a minimum. Provide any information currently av ailable (quality awards/certifications, commendation letters, metrics, customer surveys, independent surveys, etc.), which demonstrates customer satisfaction with overall job performance and quality of complete product for same or similar contracts. The t echnical portion of the proposal shall be based on cost with regards to lowest estimated costs. The Government intends to make contract award from initial offers; however, the Government reserves the right to conduct discussions if necessary. Offerors p roposal that represents the best value to the Government shall be selected. 4.
