Description
This request for proposal is an 8a set aside competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price factors cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. NAICS Code: 236220 with a size standard of $28,500,000. Anticipated NTP: 01 Oct 06 with a 730 calendar days period of performance. Offerors are advised that a contra ct resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be cancelled. All proposal preparation costs will be borne by the offeror. The Davis-B acon Act will apply. All responders are advised that this project may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 2 52.204-7004, Required Central Contractor Registration). PROJECT INFORMATION: This will be a combined solicitation for award of two projects. One pr oject is intended to construct a live-fire, Battle Area Complex, designed for gunnery training and qualification requirements over an approximate area of 3000 meters by 4000 meters. The primary features of this military range will include a combined Range Operation Center and After Action Review building, course/service roads, and multiple target emplacements, including approximately 37 stationary armor targets, 6 moving armor targets, 201 stationary infantry targets, 14 moving infantry targets, 16 machine gun bunkers, 1 breaching obstacle, 4 trench lines, 8 hasty battle positions, 1 live-fire village, and 6 battle effects simulators. The other project is intended to construct 24 CMU-structures for a Combined Arms Collective Training Facility with separate m aintenance/storage facility and multiple course/service roads. This project will be adjacent to the Battle Area Complex over an approximate area of 1500 meters by 1500 meters and will share support facilities and infrastructure. At completion, the range op erating system will be fully capable of receiving, transmitting and capturing digital traffic to/from the using participants. Specialized targetry and associated instrumentation to be provided by others, but various support facilities and utilities will be provided under the projects. Place of Performance: Donnelly Training Area/Eddy Drop Zone (Near Fort Greely), Alaska. Estimated Construction Range (Combined): 25M - 100M. SELECTION CRITERIA: Offerors will be evaluated by price and considering the following technical factors (weighted equally): Construction Experience; Past Performance, Organization and Management, and Government Betterment. The evaluation rating for technical factors will be considered higher value than price.
