Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Job Order under a Mastership Agreement for Dry-docking and Repairs to the Survey Boat SHUMAN. The vessel is a 65 foot aluminum catamaran with a beam of 26 f eet and a depth of 8 feet, 5 inches. The loaded draft of the vessel is 4 feet, 9 inches forward and aft, and a light draft of 4 feet, 7 inches forward and aft. Gross tonnage is 53 tons loaded and 32 tons light. Vessel clearance is 30 feet to the top of the mast. The Government will deliver the vessel to the contractor facility. A portion of the work to be performed consists of the following: Dry-docking, utilities and services; hull painting, anode replacement, window replacement, video monitor system, main engine alignment, and miscellaneous maintenance as required. Upon completion of the work, the vessel will conduct sea trials prior to delivery back to the Government. Prospective contractors must have, or be capable of, entering into a Master Ship Agreement. The area of consideration will be within a one (1) day trip from Philadelphia Pennsylvania. Contractors who wish to visit the ship are required to contact Mr. Emiliano Cruz at 215-656-6745 or by email to Emiliano.c.cruz@usace.army.mil at least 24 hours prior to the site visit, which will occur at Chesapeake City, MD on or about 25 May 2006. The total performance period for this procurement will be approximately twenty-one (21) calendar days, starting on or about 15 June 2006. Liquidated damag es will be a part of any award and may be applied for failure to complete the work within the designated performance period. The acquisition will be solicited using the procurement process prescribed in Part 13 of the Federal Acquisition Regulations. So licitation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.gov. Interested parties must register as a Vendor with FedTeDs before accessing the system. In o rder to register as a Vendor in FedTeDs, offerors must be registered in the Central Contractor Registration (CCR) system at http://www.ccr.gov. Information on getting registered may be obtained by phoning 1-888-227-2423 or on the website. Interested part ies can access the data for the solicitation through the hyperlink established in the Federal Business Opportunities (FedBizOpps) system announcement at http://www.fedbizopps.gov. The hyperlink will redirect to the solicitation-specific data in FedTeDs. Registration for updates to plans and specifications should be made on the FedBizOpps webpage for this solicitation. The FedTeDs system does not allow for offerors to perform a search for solicitation data. All searches can be performed through the FedBi zOpps system. If any vendor information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Offerors are responsible for printing paper copies of the solicitation and any amendments. Solicitation Number W912BU-06-T-0053 will be issued on or about 19 May 2006 with quotes due on or about 6 June 2006. No written or fax requests will be accepted. All contractors are req uired to be registered in the DOD Central Contract Register (CCR) before award as required by DFARS 204.7300. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your em ployment of targeted veterans.
