Description
This project is being solicited under the Design-Build ?Early Start? Demonstration Program. Pursuant to this authority, funds available to the Secretary under 10 U.S.C. 2807(a) may be utilized to accelerate the design effort for a construction project before the project is specifically authorized by law and before funds are appropriated for the construction portion of the project. 10 U.S.C. 2305a(f). This solicitation is unrestricted and is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures. Phase-One of the procurement process is a narrowing of Offerors based on offeror responsiveness and responsibility and technical factors. Only those offerors selected in Phase-One will be allowed to proceed into Phase-Two. Phase-Two Offerors will be required to submit technical and price proposals. The source selection process to be used is best value trade off approach, requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. The work includes the design and construction of a permanent, single-story reinforced concrete / concrete masonry building on concrete footings / floor slab and preformed metal roofing with insulation on structural steel roof framing system. The building will provide spaces for Operational Flight Trainer (OFT), Weapons Tactical Trainer (WTT), Instructor Room, Briefing Room, Contractor Operation and Maintenance of Simulators (COMS) Workshop, Administration, Parts Storage, Classified Storage, Unisex Toilet, Janitor Room, Mechanical Room, Electrical Room, Telecommunication Room, FM200 Tank Storage, and Enclosed Mechanical Yard. The Facility will include fire sprinkler system, FM200 fire protection system for the raised floor (User will provide and install raised flooring system), fire alarm system, plumbing and air conditioning systems, security system and Navy Marine Corps Internet (NMCI) system. Special construction features include high bay space, restricted access and seismic construction. Supporting facilities shall include of new sewer, water, and fire protection lines. Electrical site work shall include new transformer, communication lines, and primary electrical power. Miscellaneous site improvements shall include access driveway connection, replacement of POV and handicapped-accessible parking, AC pavement, grading and fill, controlled double swing gate, site lighting, building signage, grassing, and miscellaneous applicable AT/FP site features. Estimated range is from $1,000,000 to $5,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $31.0 MILLION AVERAGE ANNUAL RECEIPTS OVER THE LAST THREE FISCAL YEARS. The Government will fund the design portion at the time of award, with the construction portion of the successful offeror?s award amount contingent upon congressional authorization and appropriation. The request for proposal (RFP) will be available, in electronic format only, and will be available on or about May 23, 2006. The RFP and Amendments will be posted on the website http://www.esol.navfac.navy.mil to the maximum extent possible for downloading. This will normally be the only method of distributing the RFP and Amendments. Therefore, it is the Offeror?s responsibility to check the website periodically for any amendments to this solicitation.
