Description
SOURCES SOUGHT SYNOPSIS The Defense Intelligence Agency (DIA) is seeking companies who can provide acquisition and procurement expertise to complement the DIA workforce. VACA (DIA?s Contracting Activity) is a cradle to grave contracting activity that provides contracting services to internal DIA customers as well as in support to the Intelligence Community and the Department of Defense. We anticipate the awarding of at least two performance-based services (PBSA) contracts in support of our workforce by providing full time personnel who will augment our in-house capabilities. The contracting vehicles will be awarded for the procurement of Professional Contracting Services. This announcement constitutes a request for information from interested companies as a means of conducting market research. The first PBSA contract vehicle is for Subject Matter Experts (SMEs) in Government Acquisition, specifically for individuals having achieved Level III Defense Acquisition Workforce Improvement Act (DAWIA) certifications, Office of Personnel Management (OPM) civilian Level III certifications, or their equivalents, in the fields of Program Management and Contracting. Personnel performing under this contract vehicle will be collocated with the specific agency activities they will be supporting and will be providing assistance with all facets of the up front activities required for the preparation of purchase requests that will be provided to the contracting organization. The supporting documents for these purchase requests will include Statements of Work/Statements of Objectives, Justification and Approvals, development of internal cost estimates, development of Source Selection Plans, as well as other required documentation, and inputting of these purchase requests and the associated supporting documents into an automated system.. The number of personnel anticipated for performance under this effort is five. Only one contract will be awarded for this requirement. In addition, these SME?s will provide acquisition planning expertise and advise to customer leadership as well as at the action officer level. The second PBSA contract vehicle(s) is for Contract Specialist expertise for the performance of contracting/procurement duties within the Virginia Contracting Activity (VACA), the DIA contracting organization. Level II or Level III DAWIA or OPM certification in the field Contracting, or its equivalent is desired.. VACA provides cradle to grave contracting services for a variety of goods and services, including supplies, services and information technology. The total number of personnel anticipated for performance of this effort is ten. More than one contract may be awarded for this requirement. Security clearance requirements for these contracts is at the TS/SCI level. Contactors must have and be able to maintain both a facilities clearance as well as personnel cleared at the TS/SCI level. All viable sources that can provide the requisite services, are encouraged to submit a concise and program specific response presenting sufficient information to demonstrate that they have the personnel with the requisite qualifications and experience in contracting/program management/acquisition at the desired levels of expertise in order to meet the specified requirements. Information submitted shall include (1) Name, address, telephone number, point of contact, location of facilities. (2) Description of corporate experience in acquisition/contracting program management services. (3) A detailed summary experience and certification required to accomplish the tasks. (4) Any recommendations/suggestions that should be considered in soliciting for these contracts. All responses shall be submitted no later than 2:00 PM EDT,15 May 2006.
