Description
This posting is under solicitation number M-OAA-GH-POP-06-944. The United States Agency for International Development (USAID) intends to award a single-award Indefinite Quantity Contract (IQC) for technical assistance in logistics and commodity security, with the strategic objective to increase the availability of essential health supplies in public and private services. The Government will issue task orders that are either Cost-Plus-Fixed Fee (CPFF) or Firm Fixed Price. This award will be issued through Full and Open Competition to acquire the services of a qualified U.S. organization. The purpose of this contract is to design, develop, strengthen and, upon request, operate safe, reliable, and sustainable supply systems that provide a range of affordable, quality essential health commodities including pharmaceuticals, diagnostics and supplies to clients in USAID country programs. USAID field missions indicate a strong desire for technical support that strengthens all aspects of in-country supply chains, including forecasting, procurement, distribution, management information systems, quality assurance, storage and infrastructure, and medical waste disposal. While family planning and reproductive health remain a priority in the field and for this contract, field missions are also seeking supply chain systems that are designed to handle a range of health products, including contraceptives and condoms, essential drugs, and select commodities for HIV/AIDS, maternal and child health, and infectious diseases. This contract will seek to strengthen supply systems for all essential health commodities and create environments (commitment, policies, resources, etc.) that are conducive to their sustainability. The contract will also collaborate with regional and global partners to support awareness raising and advocacy for commodity security, and explore new approaches to technical areas that include financing, procurement, market development and information systems. Furthermore, the contract will provide on-going support to USAID?s Central Contraceptive Procurement (CCP) system, including the maintenance of a management information system (MIS). The countries serviced presently number 45, with field offices in 21 of these countries. The contractor may also be asked to purchase large quantities of various types of contraceptives, condoms, and possibly other essential health supplies for USAID?s worldwide programs. These commodities are currently being purchased by USAID but this task may be delegated to this contract. The authorized geographic code for procurement of goods and services under this contract for the prime contractor is 000. The authorized geographic code for subcontractors is 935. Performance under this contract shall be from September 30, 2006 through September 30, 2011. The RFP is expected to be issued in early April 2006 and will be distributed through the Federal Business Opportunities website of the General Services Administration. The publication of this notice or the RFP does not obligate the U.S. Government to make an award.
