- Description
- The Senior Strategic and Conflict Planning Specialist (?the PSC?) will serve as a key member of the Planning Division within the Office of Military Affairs (DCHA/OMA/P). The overall objective will be to manage joint, parallel and coordinated planning, exercises and program development between USAID and the US military. The goal is to strengthen both DOD and USAID planning and operations through improved coordination and joint action between the two organizations in stability operations, reconstruction and transformational development and to support planning for the transition to democracy and to long-term development of countries in crisis, including assistance to develop, strengthen, or preserve democratic institutions and processes, revitalize basic infrastructure, and foster the peaceful resolution of conflict. The PSC will serve as OMA?s primary point of contact with USAID?s Office of Conflict Management and Mitigation in the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA/CMM). The PSC will work with colleagues in OMA, CMM and other offices as appropriate to provide leadership for USAID?s efforts in conflict-related programming and to link rigorous analysis to assistance to USAID Mission and other operational units and U.S. Military counterparts in strategy, program and activity design, country and regional conflict assessments and practical guidance for program implementation. The PSC will manage specialized grants, cooperative agreements, interagency agreements and contracts in support of OMA activities related to strategic planning and conflict. The PSC will collaborate with other USAID bureaus and offices and with U.S. military counterparts to provide training and disseminate information in conflict assessment and management, and will play an active role in monitoring, evaluating and determining best practices for conflict-related programs and activities.
