- This solicitation will be solicited for award of a Definite Quantity Contract with 100% Option. The NSN is 8120-01-356-5961 for Cylinder, Compressed Gas. BROMOTRIFLUOROMETHANE, R-1301 (FIRE ONLY) SPECIFICATION PRODUCT DOT 4BW400, 1240 LB PRODUCT CAPACITY. CYLINDER SHALL BE PROVIDED WITH TWO VALVES VALVE NSN: 8120-01-315-8507. CONFORMING TO SUPERIOR VALVE CO., CAGE 58553 P/N 1031X20-CL1 OR ROTAREX INC., CAGE 1B7W8, P/N 09239600000, WITH A KEL-F SEAT/DISC. ONE VALVE FOR VAPOR PHASE AND ONE VALVE FOR LIQUID PHASE. WITH TWO PRESSURE RELIEF VALVE LOCATED IN TOP HEAD PERSUPERIOR VALVE CO, CAGE 58553, P/N 959BX10-600 OR ROTAREX INC., CAGE 1B7W8, P/N 092062000000. TREATMENT AND PAINTING OF CYLINDERS SHALL BE BY ANY METHOD/SYSTEM THAT WILL PROVIDE A FINISH THAT WILL MEET THE REQUIREMENTS OF COMPRESSED GAS ASSOCIATION TB-17-2000. TESTS 1, 3, 5, 6 AND 8 APPLY. COLOR CODE AND STENCIL PER MIL STD 101B FOR BROMOTRIFLUOROMETHANE (FIRE ONLY). METAL STAMP CYLINDER WITH "U S GOVT". BASIC CYLINDER CHARACTERISTICS: 1000 LB WATER CAP., 27737 CU. IN. VOL CAP. APPROX 30 IN. DIA BY 56 IN. O/A HEIGHT. WITH FOOT RING. WITH VALVE PROTECTION HOOD AND HINGED CAP. COMBINATION FORKLIFT AND LIFTING BRACKETS DESIGNED TO ENABLE LIFTING OF FULL CYLINDERS SHALL BE WELDED TO TOP HEAD. A FLANGE WITH A 1 1/2 INCH NPT PLUG SHALL BE PROVIDED IN TOP OF HEAD ONLY. WHERE NECESSARY, THE TOP PLUG SHALL BE REPLACED WITH A PRESSURE RELIEF DEVICE. THE VALVE FOR LIQUID WITHDRAWAL OF PRODUCT SHALL BE SECURELY EQUIPPED WITH A POLYPROPYLENE EDUCTION TUBE AND ALUMINUM SLEEVE TO HOLD IT STRAIGHT. THE BOTTOM END OF THE TUBE SHALL BE CUT AT TWO (2) 45 DEGREE ANGLES AND SHALL REACH TO WITHIN 1 INCH OF BUT NOT TOUCH THE BOTTOM OF THE CYLINDER. THE CYLINDER AND VALVE ASSEMBLIES WHALL BE EQUIPPED WITH TYPE CG-7 PRESSURE RELIEF DEVICES OF SUFFICIENT PRESSURE RATING AND FLOW CAPACITY TO MEET ALL REQUIREMENTS OF CGA PAMPLET S-1.1. THE CYLINDER SHALL BE COLOR CODED AND STENCILLED PER MIL-STD-101B. THE CHEMICAL NAME SHALL BE STENCILLED HORIZONTALLY IN TWO DIAMETRICALLY OPPOSITE LOCATIONS TWO INCHES BELOW THE TOP HEAD WELD SEAM. ANY MODIFYING WORDS SHALL BE CENTERED 4 INCHES BELOW THE CHEMICAL NAME. IF THE CYLINDER REQUIRES BANDS, THE CHEMICAL NAME SHALL BE PLACED TWO INCHES BELOW THE LAST BAND. THE INTERIOR OF THE CYLINDER SHALL BE DRIED TO A DEW POINT OF LESS THAN MINUS 30 DEGREES F (-30 DEG F) AND THEN PRESSURIZED TO NOT LESS THAN 5 NOR GREATER THAN 25 PSIG WITH DRY OIL FREE NITROGEN OR ARGON HAVING A DEW POINT OF LESS THAN MINUS 50 DEG F (-50 DEG F). THE VALVES SHALL THEN BE TIGHTLY CLOSED TO MAINTAIN A POSITIVE PRESSURE. THE CYLINDER SHALL BE TAGGED AT THE VALVE "PURGED AND PRESERVED WITH A NONFLAMMABLE INERT GAS." DESIGN APPROVAL BY DSCR-JDTA IS REQUIRED BEFORE AWARD OF CONTRACT. THIS CYLINDER DOES NOT REQUIRE PALLETIZATION. CYLINDERS SHALL BE PROTECTED FROM METAL TO METAL CONTACT BY BLOCKING AND BRACING TO PREVENT MOVEMENT DURING SHIPMENT. QUALITY SDDT: 1. SAMPLING FOR INSPECTION & TESTING SHALL BE IAW ANSI/ASQ Z1.4-2003. ANY ALTERNATE PLAN MUST BE APPROVED BY THE PCO. A SAMPLING PLAN THAT ACCEPTS ON ZERO DEFECTS IS REQUIRED. 2. ANY DEFECTIVE ITEM DISCOVERED AFTER SHIPMENT MAY BE CAUSE FOR REJECTION OF THE ENTIRE CONTRACT QUANTITY. MARKET ACCEPTABILITY: THE PRODUCTS OFFERED MUST ALSO MAINTAIN A COMMERCIAL MARKET ACCEPTABILITY RECORD FOR THE DURATION OF ALL CONTRACTS. THE CONTRACTOR MUST DEMONSTRATE YEARLY COMMERCIAL SALES TO SOURCES OTHER THAN THE GOVERNMENT FOR THE LENGTH OF ALL CONTRACTS AND MUST PROVIDE THIS UPDATE TO THE CONTRACTING OFFICER OR THEIR DESIGNATED REPRESENTATIVE. IN THE EVENT THE CONTRACTOR ELECTS TO DROP THE PRODUCT FROM SALES TO THE COMMERCIAL MARKET, THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE CONTRACTING OFFICER OR THEIR DESIGNATED REPRESENTATIVE. IN SUCH AN EVENT, QUALITY ASSURANCE PROVISIONS WILL BE UPGRADED, AT NO ADDITIONAL COST TO THE GOVERNMENT, TO ASSURE THE PRODUCTS BEING PROVIDED MEET ALL PERFORMANCE REQUIREMENTS.
