- Amendment 4: The solicitation notice due date for submitting questions is hereby corrected to read "...Offerors must submit all questions concerning this RFP in writing to the Contract Specialist, no later than May 18, 2006." (End of Amendment 4) This is a commercial combined synopsis/request for proposal (RFP) notice to negotiate a Commercial Firm Fixed Price Performance Based Service contract for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) to acquire professional mobile services for the calibration (and incidental parts replacement) of over 7000 items of Test, Measurement, and Diagnostic Equipment (TMDE) owned by the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS). This RFP is being issued in accordance with FAR Subpart 12.6 ? Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 811213. The Government anticipates awarding a Commercial Fixed Price Performance Based Service contract. The period of performance for the contract will be a base period of twelve (12) months and four (4) twelve month option for a total of sixty (60) months. The professional mobile services for the calibration of Test, Measurement, and Diagnostic Equipment (TMDE) are needed at approximately 134 NWS locations in the continental U.S. (CONUS), Puerto Rico, Alaska, Hawaii, and Guam. There is a possibility that the number of sites will increase or decrease during the life of the contract. The number of items of TMDE and the calibration interval of the TMDE may also increase or decease. Most sites are equipped with TMDE consisting primarily of Hewlett-Packard (HP) RF (Radio) signal generators, HP power meters, HP frequency counters, HP milliohmeters, HP power sensors, HP spectrum analyzers, HP attenuators, Tektronix analog and digital oscilloscopes, Wavetek function generators, Fluke digital multimeters, power dividers, wattmeters and elements, dielectric oil testers, and torque wrenches. This NWS requirement also includes similar older miscellaneous TMDE of various manufacturers at the same sites. The TMDE will be identified as ?Next Generation Weather Radar? (NEXRAD) or ?Miscellaneous? for NWS program funding purposes. The contractor shall provide and maintain Mobile Calibration Facilities for on-site use in CONUS for performing inspection, testing, incidental parts replacement, and calibration. ISO 9001:2000 certification will be required. The Statement of Objectives (SOO) is attached to provide a detailed description of the professional mobile services required for the calibration of Test, Measurement, and Diagnostic Equipment (TMDE). SOLICITATION NOTICE: This best value procurement is open to all responsible concerns. Selection for award will be based on a best value determination in accordance with FAR 52.212-2. The contractor is responsible for checking periodically the web site for any Amendments that may arise prior to the closing of the RFP. The Government reserves the right to cancel this solicitation. All proposals submitted in response to RFP No. DG133W-06-RP-0052 should remain valid for a period of 30 days to accommodate possible legal and technical reviews. Award will be made to the offeror determined to be the Best Value to the Government in accordance with FAR 52.212-2. Attached is RFP Number DG133W-06-RP-0052. Offerors must submit all questions concerning this RFP in writing to the Contract Specialist, no later than June 5, 2006.
