- This publication serves as a notice of intent to procure, on a sole-source basis, with the University of Alaska (UA). The National Marine Fisheries Services (NMFS) requires activities to train observers for groundfish, shellfish (crab and scallop) and marine mammals; conducting annual and intra-annual briefings for experienced groundfish observers; the provision of ?Level 2? advanced training for experienced groundfish observers to be deployed in Community Development Quota fisheries and aboard vessels operating under the American Fisheries Act; and materials development for all training and briefing types. Experienced observer training staff must: (1) have a complete understanding of the sampling protocols and methods of instruction for each of the observer programs covered by this contract; (2) be capable of preparing trainees to accurately calculate fishing removals, design random sampling frames for the collection of species composition and biological data, record sample data and report these to the NMFS and Alaska Dept. of Fish & Game (ADF&G); (3) be capable of evaluating each trainee on their potential to succeed as an at-sea observer; (4) have expertise in North Pacific species identification for finfish, crab, invertebrates, seabirds and marine mammals; (5) must have a full understanding and knowledge of state and federal fishing regulations for each fishery under which these fisheries are monitored; (6) train observers in field sampling; (7) trainers are required to have current Marine Safety Instructor Training and an STCW "Train the Trainer" Certificate from the Alaska Marine Safety Education Association; (8) provide observers with written exercises and exams; and (9) provide observers with extensive training of North Pacific species identification, including hands-on laboratories with specimens. The contractor is required to (1) have a large collection of finfish, crab, invertebrate and seabird specimens (specimen collections need to be both formalin-fixed, preserved study specimens and frozen specimens for dissection and exams); (2) classroom space enabling at least two simultaneous training classes holding approx. 25 students each; (3) be able to obtain additional classroom space should more than two classes be held concurrently; (4) have laboratory space and supplies to conduct safe laboratory sessions (laboratory space must be OSHA compliant and allow for the storage of ethanol tanks or jars for preserved specimens); (5) have access to a pool for all in-water safety exercises for observers; and (6) be centrally located in Anchorage, AK, to provide cost-efficient training for these observer programs. The observer programs are administered in Seattle, WA and Kodiak, Dutch Harbor and Juneau, AK. NMFS-permitted observer provider companies are responsible for paying transportation costs for observers and this cost is passed along to the fishing industry for all but the Alaska Marine Mammal Observer Program. The period of performance will begin on date of contract award (approx. September 1, 2006) and continue through September 30, 2009. The Government intends to negotiate on a sole-source basis with the UA, as we believe this is the only source with such unique expertise, qualifications and experience to perform the work.
