Description
SAP0072-000HCN96-2006-32156 The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to the National Committee for Quality Assurance (NCQA), 2000 L Street NW suite 500, Washington DC 20036-4938. The authority for this sole source procurement is FAR 13.106-1. The purchase order is for the following special studies and development project: Overall Project Goal The goal of this project is to develop a *HEDIS measure specific to Childhood Lead Screening, and implement it nation-wide. This project has been divided into four essential tasks. Task 1 - Develop Measure Specification and Field Testing Protocols Task 2 - Conduct Field Testing Task 3 - Public Comment and the CPM Approval Process Task 4 - Operationalize New Measure Period of Performance: 2 years from effective date of contract/award of Purchase Order Deliverables: Task 1 - Develop Measure Specification and Field Testing Protocols Deliverable: Interim report summarizing the progress and copy of materials developed for task 1. Task 2 ? Conduct Field Testing Deliverable: Interim report including Childhood Lead Screening Measure Work-Up. Task 3 ? Public Comment and the CPM Approval Process Deliverable: Interim report including summary of public comments, responses, progress on measure development, and results of Committee on Performance Measurement meeting on this measure, along with any corrective actions. Task 4 ? Operationalize New Measure Deliverable ? Childhood Lead Screening Measure Specifications and inclusion in annual HEDIS release - Final report describing HEDIS measure and its implementation. The following outline also serves as the QASP ? Quality Assurance Surveillance Plan. As part of these tasks, NCQA will provide a monthly progress report which will include, but not be limited to: Progress in the preceding month; Planned activity for the upcoming month; and Discussion of any barriers/impediments to progress. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide these services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. A determination by the U.S. Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement. Inquires, to include requests for a complete copy of the project Statement of Work (SOW), may be sent to Russell Oxford by e-mail at efn3@cdc.gov or by fax to 770-488-2670. * HEDIS (Health Plan Employer Data and Information Set) is a set of standardized performance measures designed to ensure that purchasers and consumers have the information they need to reliably compare the performance of managed health care plans. HEDIS is sponsored, supported and maintained by NCQA. The performance measures in HEDIS are related to many significant public health issues such as cancer, heart disease, smoking, asthma and diabetes. HEDIS also includes a standardized survey of consumers' experiences that evaluates plan performance in areas such as customer service, access to care and claims possessing. Altogether, there are more than 60 different measures in HEDIS. CDC has participated in the development of multiple HEDIS measures.
