- It is the intent of the National Library of Medicine (NLM), National Institutes of health (NIH), to procure professional services on a sole source basis under the authority of FAR 6.302 from Ms. Amy Bielski, through Ripple Effect Communications, Inc., Bethesda, MD. The purpose of this procurement is to acquire highly specialized professional services to develop a Web-based Database and Online Reporting tool for the Office of Portfolio Analysis and Strategic Initiatives (OPASI), a Microsoft Access data entry form used for analyzing comments in the database. The contractor will analyze the content of the responses, organize responses according to assumptions developed in coordination with OPASI staff and provide weekly and final report/s. The period of performance shall be from February 19, 2006 to July 31, 2006 (5? months). The web-based data form is an integral part of a Request for Information (RFI) to be published on the NIH Guide in mid May, 2006. The period of execution of this task is: 5/5/06 ? 8/5/06 (3 months). The contractor will be responsible for: Web-based Database development and Online Reporting The Contractor will assist in the preparation of a web-based data entry form and connection to SQL Server database. This form will reside on the NIH servers and the SQL database will reside with the contractor. This cost also includes the development of a Microsoft Access data entry form used for analyzing comments in the database. Analysis and Reporting Analysis: Develop strategy for examining and coding nominations Determine key qualitative data that summarizes the statements made in the feedback. Assumptions: 1,000 nominations / 3000 nominations/ 5000 nominations (please include cost estimate for each level) All records include qualitative feedback (maximum 1 page) Analysis will take between 5 ? 10 minutes an entry Analysis would be done directly into database system Quality control review on 10% of all entries Reporting: Analyze content of responses, identifying response domains Develop frequency data associated with identified response domains Associate response domains with the characteristics of the respondents Meet with project officers weekly to discuss findings; resolve problems and monitor analytical approach Contractor will produce a weekly report summarizing the data captured to date Assumptions The key factors that will effect the time to analyze include the length and complexity of the responses and the overall volume of the responses (as listed above). Amy Bielski has a unique and in-depth knowledge of all NIH biomedical research development programs and the background in preparation of strategic plans, analysis and program evaluations necessary for the review of new initiatives that will enhance and/or accelerate the biomedical research process. Her unique capabilities include hands-on experience in preparing the NIH response to the United States Government Accountability Office Survey of Programs supporting Science, Technology, Engineering, and Math (STEM) Education. Much of the information compiled and analyzed will be used to evaluate new biomedical research initiatives.
