Description

NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT, pursuant to the authority of TSA Acquisition Management System (TSAAMS) guidance ?3.2.2.4 : Single-Source Selection?, for transport of two train cars from Pueblo, CO to Lackland AFB (San Antonio) to Progressive Rail, Inc. TSA?s National Explosives Detection Canine Program, located on Lackland, AFB, has been deeded two rail cars for use in training canines. The cars must be moved by track into the San Antonio area, then by other means onto Lackland AFB. There are several options for moving the cars, however, TSA has determined the most viable and cost efficient option is to have a single provider perform the function as a turn-key service, i.e., move the cars from Pueblo, to San Antonio, then onto the Lackland AFB. THIS IS NOT A REQUEST FOR A QUOTATION. However, if a company has reason to believe that it can meet or exceed all the needs of TSA for this requirement, it may submit documentation to demonstrate capability. Responses are due not later than 12:00 Noon, Eastern Time, Monday, May 15, 2006. Responses received after this date/time are considered untimely and will not be further considered. All inquiries must be submitted in writing to the TSA Contracting Officer, via the e-mail address provided herein, by 4:00 pm Eastern Time, Wednesday, May 10. The requirements determination related to this proposed procurement is solely within the discretion of the Government.
