- This is a Pre-Solicitation notice for a full and open competition requirement. The Federal Highway Administration (FHWA) plans to undertake research to identify mathematical models which could be applied to scientifically explain the compaction of hot mix asphalt (HMA), both for laboratory and field conditions. Upon verification of the models, guidelines would be developed for agency and industry personnel on the aspects of compaction that are most critical and recommendations for the ways for those factors to be optimized. Expertise in the areas of numerical modeling, micromechanical modeling of asphalt, model calibration, asphalt mixture constitutive modeling, and HMA construction operations will be needed. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. However, interested parties can register at the aforementioned site to receive procurement announcements/notifications of postings by e-mail. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the www.fedbizopps.gov website for any solicitation amendments. The NAICS code for this solicitation is 541710 with a SB Size Standard of 500 employees. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME. ATTENTION: Disadvantaged, and Women-owned, Business Enterprises (collectively referred to as DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing to prime- and sub-contractors in the form of lines of credit to finance accounts receivable for transportation related contracts. Currently, the maximum line of credit is $750,000 with interest at the prime rate plus 2%.
