Description
The Air Force Flight Test Center, Edwards AFB has a requirement to procure METS-231 and Upgrade METS-201. It must have the capability to validate IRIG 106, Chapter 10 format recordings. The salient characteristics are described below. 1. METS Validation Software, Including IRIG-B, IRG-G, PCM (8 Channels), MIL-STD 1553 (1 Dual redundant bus), Video (2 Channels), Ethernet (2 Channels), and ARINC 429 (8 Channels). (Quantity ? 1) Multi-channel test data generator providing eight PCM streams, one MIL-STD-1553B Redundant Bus, one UART channel, one IRIG-200 Time Code B channel, one IRIG-200 Code G channel, two TTL Discrete channels, and one 1 PPS output, two Ethernet streams, 8 ARINC-429 streams, and two video streams. The PCM, MIL-STD-1553B, and UART channels must embed a UTC synchronized one microsecond resolution time-of-transmission as data in each stream. The time, discrete, and 1 PPS channel must be synchronized to UTC to a one microsecond resolution. PCM channels must support IRIG 106, Chapter 4 and Chapter 8 formats, provide bit rates from 100 Kbps to 20 Mbps, provide clock and data outputs in both TTL and RS-422 signal levels, and provide the capability to periodically truncate a PCM minor frame. The MIL-STD-1553B channel must provide A and B busses, support formats representing all legal 1553 message types, provide a format with missing responses, provide a format with RT Busy responses, provide a format with 16PP 194 response words, and provide a format with MIL-STD-1553B protocol violations. The Ethernet channel supports 10 Mbps and 100 Mbps link speeds and support programmable packet traffic rates. The ARINC 429 channels support fast and slow bit rates and support programmable word rates (bus loading). System must also include a software application to validate IRIG 106, Chapter 10 format recordings of the generated test data streams. The validations for all channel types except video must include data contents analysis and recorder time stamping analysis to a one microsecond resolution. The validation for the video channel is only required to perform IRIG 106 Chapter 10 compliance checks. 2. UPGRADED METS-231s from METS-201, including all necessary hardware/software modification and additions. (Quantity ? 5) Upgraded METS-231: This upgrade includes all mechanical and electronic additions required to upgrade each METS-201 system to a METS-231 system. Upgrade includes the addition of two Ethernet streams, 8 ARINC-429 streams, and two video streams. Upgrade includes all required mechanical and electrical modification. In the upgraded system, the Ethernet and ARINC-429 channels provide an embedded UTC synchronized one microsecond resolution time-of-transmission as data in each stream. The video streams display a millisecond resolution time in the video image. The Ethernet channel supports 10 MBps and 100 Mbps link speeds, programmable packet traffic rates, and multiple format selections, including a format which generates packet errors. The video channels provide NTSC, PAL, and S-Video outputs. Upgraded system also includes upgraded software application to validate IRIG 106 Chapter 10 format recordings of the generated test data streams. Additional validations for Ethernet and ARINC-249 include data contents analysis and recorder time stamping analysis to a one microsecond resolution. Validations for video channels include only IRIG 106 Chapter 10 compliance checks. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide METS Validation Software, METS-231 and Upgraded METS-201 to METS-231, listed above. Firms responding to this notice must identify their company?s capabilities to perform the requirements described herein, reference the number and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS code is 334515. The Small Business size standard is 500. The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in May 2006.
