Description
The US Army TACOM-Picatinny Arsenal, NJ 07806-5000 has a requirement for the procurement of a Family of Vehicle Arresting Devices (FVAD) using a five year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The FVAD consists of the M2 Vehicle Lightweight Arresting Device (VLAD), M2 VLAD Training Device, Heavier Vehicle Solution (HVS), HVS Training Device and a Remote Deployment Device (RDD). The M2 VLAD and the M2 VLAD Training Device are the first two items to be awarded under the five year IDIQ contract followed by the remaining items which will be modified into the contract upon completion of development. TACOM-Picatinny intends to satisfy this requirement on an Other Than Full and Open Competition procedures utilizing the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and no other supplies or services will satisfy agency requirements. As a result, the Government intends to award a sole source contract to QinetiQ Inc., Arlington, VA the developer of the M2 VLAD. Due to the proprietary nature of the M2 VLAD there is no Technical Data Package available. QinetiQ Inc. is the only contractor that can insure compatibility of the RDD with the M2 VLAD, M2 VLAD Training Device, HVS and HVS Training Device. The minimum obligation under this action will be 276 M2 VLADs and 24 M2 VLAD Training Devices which will be fulfilled at the time of contract award.
