Description
The Government has an urgent requirement for work to be performed in the City of East Grand Forks, Minnesota. It is contemplated that this may be offered as a competitive 8(a) set-aside for small business. Below is a synopsis of that work. The St. Paul District would like you to review this synopsis of the work to be performed as an 8(a) contractor and let me know how you would accomplish this work in the timeframes established. If you feel you can perform this work as an 8(a) contractor, we need you to submit your plan of action in regards to the use of your equipment, your employees, and your use of subcontractors, rental equipment, and your ability to perform the work in a time ly manner. At this time, there are no plans or specification available, so please use only the information below in the submittal of your plan. This is an urgent requirement, so your information requested in this message must be submitted to me no later than Thursday, May 11, 2006. Please fax your response to me at 651-290-5706 or email it to: william.j.hurley@mvp02.usace.army.mil Synopsis of Work  East Grand Forks Levee Stabilization East Grand Forks Levee Stabilization, East Grand Forks, Minnesota. Principle features of work include all plant, labor, materials and supplies required to remove approximately 900 linear feet of levee (approximately 93,000 cy), install approximately 25, 000 vertical wick drains (70 ft depth) below the levee footprint, install a sand drainage layer (7,000 cy -1 ft thick), and then reconstruct the levee to elevation 830. The levee would then be raised in 2 separate lifts to a final design height of 842. Ra ising the levee above elevation 830 will be done in stages as instrumentation will determine the amount of surcharge that can be placed. Contract duration is estimated to be approximately 1 year but will ultimately be determined through instrumentation as to when the final embankment placement can be made. After final embankment placement, a bituminous recreational trail with a levee crossover (approx 23,300 sy), topsoil, seeding, landscaping and 2 park benches will be installed to complete the project. Schedule: 1 September 2006 - Start Construction 15 November 2006 (Critical  Date cannot be missed) - Complete levee removal (approx. 93,000 cy), vertical wick drain installation (25,000 @ 70 feet or 1,750,000 vertical feet of wick drain), sand drainage layer (approx. 7,000 cy), and levee reconstruction to elevation 830.00 (93,000 ccy) by 15 November. This must be accomplished to maintain current flood protection for spring 2007 and allow wick drains to operate over the winter. Frozen fill cannot be placed in levee. May/June 2007 - Instrumentation installed and read by Government will be used to determine when the levee can be raised above 830. Anticipate settlement to occur over winter (2 ft possible) due to wick drain action. Levee raise to about elevation 836 wil l be needed at this time. Material quantity will be determined by settlement that has occurred. Contractor will have approximately 1 week to mobilize and short time frame to complete levee raise. September/October 2007  Anticipate instrumentation will indicate final levee raise to 842 can be accomplished. Levee raise required to be completed in fall 2007. Recreational trail, landscaping, park benches may be completed in spring 2008 depending on actual date work is ordered. Final lift may be delayed to Spring 2008 if instrumentation indicates full levee height cannot be reached in 2007. Work is estimated to be between $3,000,000 and $5,000,000.
