QUESTIONS AND ANSWERS FOR DENTAL DELIVERY SYSTEMS REQUIREMENTS; SOLICITATION N62645-06-R-0010 AMENDMENT 01 QUESTION 1 - 10.2 - Unit, Dental Operating - Section 3.e - ?The arm shall have full left/right user convertibility to enable configuring the unit on either side of the chair.? 10.2 - Unit, Dental Operating - Section 5.c.ii - ?Shall mount to the side of the dental chair through the use of a suitable mounting bracket provided with the system.? Can you please clarify if the Navy is asking for: 1) a PMU (Post Mount Unit) that is typically mounted on the right or left hand side and requires a technician to change the unit from a left hand to right hand unit over a period of an hour or two OR 2) an ellipse/radius style unit that allows the user (dentist, hygienist or assistant) to convert the chair in a matter of seconds. ANSWER 1 - An ellipse/radius style unit that allows the user (dentist, hygienist or assistant) to convert the chair in a matter of seconds is correct. QUESTION 2 - 10.3 - Chair, Dental Operating - Section 1.T Shall be equipped with a base that permits lateral rotation of the chair top assembly a minimum of 45 degrees in either direction when the chair is in the horizontal position and shall include a positive locking mechanism at any point within the full range of motion. I am not familiar with any dental chair that rotates 45 degrees in either direction for a total of 90 degrees. The industry standards are no rotation, 15 degrees in either direction (for a total of 30) or 30 degrees in either direction (for a total of 60). Can you please verify that 45 degrees is the correct standard you are requesting? ANSWER 2 - 15 degrees in either direction for a total of 30 degrees meets the requirement. QUESTION 3 - Regarding the 1st paragraph and the sentences "Size standard is 500 employees?, and "This is a Full and Open Competition", would it be correct to expand those sentences to read "Size standard is 500 employees maximum". This is a Full and Open Competition so the size standard does not apply."? ANSWER 3 - The size standard is 500 Maximum employees for NAICS code 339114, as set forth by the Small Business Administration (SBA). However, Size Standards do not apply in a Full and Open Competition. The Government uses the Size Standards to report contract actions to the Small Business Administration. QUESTION 4 - Who installs the equipment? ANSWER 4 - Navy designated personnel will conduct the install. Contractor responsibility is to deliver Dental Delivery System as specified in a delivery order. The closing deadline for receipt of proposals is 12 MAY 2006 at 1630 (4:30 PM) Local Eastern time.
