Description
NAVAIR NAWCAD Lakehurst intends to enter into a sole source contract with AEROL Co. Inc. for the procurement of a manually operated brake system, part number 82977, for the V22 Hub and Blade Stand to support MV/CV-22 Aircraft Hub and Blade assemblies for Operational and Intermediate level maintenance. The Navy does not own specifications, drawings, and related data to permit full and open competition. AEROL Co. Inc. is the Original Equipment Manufacturer of this brake system and is therefore the only known source that possesses the unique experience, technical data, and expertise needed to fulfill the government?s requirement. It is a commercial off the shelf item, propietary to AEROL. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. The Government is not in possession of this necessary design and development information. AEROL Co. Inc. is the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to produce, test, and maintain the equipment and provide the hardware integration required to support the V-22 Aircraft. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. See numbered notes 22.
