This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: Naval Surface Warfare Center Crane Division is looking for companies with the capabilities and facilities to provide COTS, NDI, or near NDI component technologies that can be incorporated into an Trainer System for the 40MM MK47 MOD 0/ALGL. The Government intends to test, evaluate, qualify, and procure a commercially available Trainer System for the 40MM MK47 MOD 0/ALGL. The MK47/ALGL Trainer System program will test gunnery training systems and blank 40MM ammunition to meet the ORD product improvement objective requirement for a training system to include blank ammunition and provide home station training to supplement live fire training exercises. Since a 40MM high velocity blank round of ammunition does not exist in the DOD supply system, the vendor will consider 40MM blank ammunition a part of the trainer system. The trainer system is anticipated to directly improve the readiness of SOF forces by allowing operators to train on the MK47 system and rehearse missions on a highly realistic trainer. It is envisioned that the system will provide for a 360-degree training environment. System flexibility will allow for set up and training in any location using the MK47 weapon system with or without blank ammunition in ground or vehicle mountings. The trainer system will allow operators to either dry fire the weapon or use 40MM blank cartridges. The trainer will maintain automatic hit/score records allowing for realistic dry fire qualification in advance of actual firing which should reduce the number of operators requiring re-qualification. Responses to this market survey are due on or before 26 MAY 2006, and must include a projected place of performance, product description with performance parameters and a statement regarding current availability, indication of the technology readiness level or maturity of the technology, summary of prior testing, test reports, summary of logistic and maintenance requirements and an estimated cost for 1/EA Trainer System and 1,536/EA rounds of 40MM Blank ammunition. Respondents are also requested to provide the estimated number of days for delivery of the Trainer System (1/EA) and 40MM Blank ammunition (1,536/EA). It should be noted that during the evaluation of all information submitted, the government plans to utilize employees from Science Applications International Corporation (SAIC) as advisors to the Government evaluators.
