- Description
- The GSA is seeking a contractor to perform as the CMc (Construction Manager as Constructor) for the redevelopment of the existing U.S. Port of Entry (POE) located in Blaine, WA. Currently, the POE does not meet the operational needs of the Department of Homeland Security (DHS)/Customs and Border Protection, and requires total replacement of the existing POE with a significantly expanded facility. The POE is to remain operational throughout construction. The new facility shall include approximately 102,400 gross square feet of building area and 148 parking spaces. Expansion may affect the functionality of the Interstate 5 exit to the City of Blaine. The City of Blaine, in partnership with Washington Department of Transportation, Federal Highways Administration, Whatcom County Council of Governments and General Services Administration, is studying access to and from Interstate 5 in Blaine. The number of inbound traffic lanes will increase and space will be provided to meet outbound inspection requirements. Bolin Cywinski Jackson (BCJ) is the design Architect. Preliminary design began November 20, 2003. Construction funding is estimated between $40 - 45 million. GSA presently assumes a construction start of February 2007 and a project duration of 24 - 30 months. GSA intends to award a Guaranteed Maximum Price (GMP) contract for construction services consisting of Design Phase Services and an Option for the actual construction. GSA intends to issue a Best Value Request For Proposals (RFP). Evaluation factors and sub-factors being considered are Past Performance, Key Personnel, Staffing Plan, Oral Presentation and Price.
