Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation utilizes the Test Program for Certain Commercial Items as authorized in accordance with FAR 13.5. This notice for solicitation number NNK06149801R is being issued as a Request for Proposal (RFP) for an Operational Television Camera Control System (OTV CCS) in accordance with attached Statement of Work. The requirement is for one OTV CCS (Contract Line Item Number (CLIN) 001 ? Quantity 1 ea.); twenty-four Remote Control Panels (CLIN 002 ? Quantity 24 ea.); four lots of camera station controllers; each lot contains 10 controllers (CLIN 003 ? Quantity 4 lots); necessary labor to support testing and to conduct training (CLIN 004 ? Quantity 1 lot); Option pricing to purchase additional camera station controllers in lots of 10 to a maximum additional amount of eight lots (It will be determined at the time of award the number of lots, from 0 to 8, that will be included.) (CLIN 005) and Option pricing to purchase Camera Housing Pressure Sensor Requirements (CLIN 006 ? Quantity 1 unit). This solicitation does not include installation. Installation will be performed by a Kennedy Space Center on-site contractor. This notice includes the proposed contract, Statement of Work/Specifications as Attachment 1, Summarized List of Deliverables and Milestones as Attachment 2 and an OTV Compliance Worksheet. The proposed contract is also provided. The provisions and clauses in the RFP are those in effect through FAC 2005-07. The NAICS Code and the small business size standard for this procurement are 423410 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery date will be negotiated with a maximum negotiated timeframe of 120 days after contract award. Delivery shall be FOB Destination, Kennedy Space Center, FL. The Defense Priorities and Allocations System (DPAS) rating for this procurement is DO-C9. Offers for the items(s) described above are due by June 2, 2006 at 4:00 p.m. Eastern Time to NASA Kennedy Space Center, Mail Code: OP-MS, Attn: Tammy Burlein, Kennedy Space Center FL 32899 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: FAR 52.204-7, 52.204-9, 52.209-6, 52.227-14, 52.246-11 ANSI/ASQC Q9001-1994 American Society for Quality Control, Quality Systems ? Model for Quality Assurance in Design, Development, Production, Installation, and Servicing, 52.246-15, 52.247-34 and NASA FAR Supplement 1852.215-84, 1852.219-76, 1852.225-70, 1852.227-86, 1852.223-72, 1852.223-75 with Alt I, and 1852.237-73. FAR 52.212-5 (FEB 2006) with Alt I (FEB 2000), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.203-6, 52.219-4, 52.219-8, 52.219-9, 52.219-23, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52,225-1, 52.225-13, and 52.232-34. FAR 52.219-9, Small Business Subcontracting Plan is not required to be submitted with proposals but at any time prior to award, if applicable. Additional FAR clauses incorporated: FAR 52.217-7, Option for Increased Quantity ? Separately Priced Line Item, with fill-in ?the timeframe prior to contract award?. Kennedy Space Center clauses are incorporated as follows: KSC 52.204-90 SECURITY CONTROLS AT KSC (NOV 2000), KSC 52.242-90 CONTROLS APPLICABLE TO CONTRACTOR'S ACTIVITIES (FEB 2006), and KSC 52.246-125 CERTIFICATION FOR SERVICES AND/OR RECEIPT OF SUPPLIES (MAR 2002). Telephone questions will not be accepted. Selection and award will be based upon the offer that represents the best value to the Government. The following evaluation factors, in descending order of importance, will be considered: 1. Technical capability of the item offered to meet the Government requirement (See paragraph immediate following this list for important details) 2. Past performance (See FAR 52.212-1(b)(10)) 3. Price 4. Delivery Schedule Technical capability will be determined by a review of the information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors are required to complete the OTV Compliance Worksheet. The primary requirements on the Compliance Worksheet that are in bold are considered to be of greater importance and will, therefore, be weighted more heavily than non-bold or secondary requirements. The offeror that meets or exceeds the greatest number of primary requirements will receive the highest technical rating. If more than one offeror meets or exceeds the same number of primary requirements, the number of secondary requirements that are met or exceeded will be used to make a best value determination. In accordance with FAR 52.212-4 (a) and (i)(1), payment shall be made for items accepted by the Government with acceptance occurring after OTV CCS installation, testing, verification and validation. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. Offers should clearly identify applicable warranty information. A site visit will be conducted to inspect the facilities where OTV CCS is to be installed. The site visit will be held Friday, May 19, 2006 at the John F. Kennedy Space Center commencing at 9:00 a.m. Individuals participating in the conference should clear through Pass and Identification Building, Gate 3 on State Road 405, located one-half mile east of U.S. 1, not later than 8:00 a.m. on the day of the site visit. Each offeror should submit to the Contracting Officer a list of names and titles of the proposed participants no later than 5 working days prior to the conference. Please limit attendance to 3 persons per offeror. Foreign nationals must submit current valid Green Card Number no later than 5 working days prior to the conference.
