- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111, with a small business size standard of 500. This acquisition being procured using full and open competition. The National Institute of Standards and Technology (NIST) has a requirement for one (1) Sampling and Generation Synchronization System and accessories This system must work in conjunction with a Global Positioning Service (GPS) clock to synchronize its various analog and digital sampling and generation functions to Coordinated Universal Time (UTC). This coordination must allow for time stamping the signals generated and sampled to an uncertainty of less than 300 ns rms of the GPS clock signal. LINE ITEM 0001: Quantity one (1) each Sampling and Generation Synchronization System meeting all of the following required specifications: 1.) Clock Synchronization: The system must interface with a GPS clock via 1 pps and 10 MHz signals and generate hardware trigger signals to the other system and components with an added uncertainty of less than 300 ns rms; 2.) Analog High-Accuracy Sampling: The system must have eight channels of differential or 16 channels of single ended analog sampling of signals with peak amplitudes of plus/minus 10 V. Variable gain input must be provided with seven ranges from plus/minus 0.1 V to plus/minus 10 V. The sampling must be synchronized with the GPS clock signal and time stamped to UTC with 0.1 micro second resolution. The analog amplitude resolution must be a minimum of 18 bits, sampling rate up to 625 kHz for one channel. The sampling must have a CMRR of at least 110 dB, crosstalk between adjacent channels of ?75 dB or less, and between nonadjacent channels of ?95 dB or less. The module must include DMA access to mass storage of the sampled data. The module must include two 32 bit 80 MHz counter timers that allow a maximum sampling rate of at least 500 kilo samples per second synchronized to the UTC signals. The module must include two analog output channels with 16- bit resolution and output rates with a maximum sampling rate of at least 2.8 mega samples per second with signal generation rates synchronized to the UTC signals; 3.) Connection to the above sampling module must be provided by a one-meter cable designed to minimize differential time and impedance reflections between the PXI module and a breakout box. The breakout box must have16 BNC single ended input connectors, 2 BNC output connectors, and 2 BNC digital control lines for triggering the sampling or signal generation; 4.) High Resolution and High Speed Sampling: The system must have two channels of high dynamic range sampling with 24 bits of resolution up to 500 kHz sampling rate and 16 bits of resolution up to 15 MHz sampling rate simultaneous on both channels. These channels must have ?1 V and ?5 V ranges and 32 M samples of data storage per channel. These channels must have ?108 dBc of SFDR up to 100 kHz, -120 dBFS rms noise, -170 dBFS noise density, and 50 ohm or 1 M ohm selectable input impedance; 5.) Embedded Controller: The system must include an embedded controller running Windows XP, with at least 2 Gbytes of memory, 40 Gbytes of hard drive, GPIB interface, serial port, 10/100/100 Base TX Ethernet, four USB 2.0 ports, VGA port, and 2 GHz Pentium M 760 processor; 6.) Chassis: The components of the above system must be installed in an eight slot PXI chassis with PXI digital signal and trigger lines, and power supply; 7.) Programming: All of the above functionality must be programmable in LabView. The system must include all component LabView drivers, documentation, and example software to provide program guidance; 8.) Technical support both on a web site and via phone must be available for one year; Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the contractor?s commercial schedule. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein.
