Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible contractors may submit a quote. The NIST Manufacturing Engineering Laboratory requires the purchase of a Wire Bonding Instrument with a Deep Access, Long Reach Wire Bonder that must operate as a Ball, Wedge, Bump or Peg bonder, which shall be used to securely interface high precision optoelectromechanical micro/nano devices with packages. LINE ITEM 0001: Wire Bonding Instrument meeting all of the following required specifications: 1. The Wire Bonding Instrument must be able to use wire diameters from 0.7 to 2.0 mil gold wires when in ball bonder mode. 2. The Wire Bonding Instrument must be able to use 0.5 to 3.0 mil wires and ribbon up to 1.0 x 12.0 mil when in wedge or peg bonding mode. 3. The Wire Bonding Instrument must be able to bond wires to gallium arsenide Field Effect Transistors and Light Emitting Diodes. 4. The Wire Bonding Instrument must provide a motorized wire feed and wire/ribbon clamping system and allow the operator to increase or decrease tail length in 1 mil increments at a touch of a switch. 5. The Wire Bonding Instrument must show actual units for set up of bond parameters. 6. Switching over from ball bonder to wedge bonder must require only pressing a button to turn power to 0 and a change from wedge to capillary tool. 7. Must have Switching over from Bump bonder to Peg bonder shall require only pressing a button to turn power to 0 and a change from bump to peg tool. 8. Must have motorized Z control in auto and manual modes (fast and slow speeds for manual mode). 9. Must have Bond schedules programmable in non-volatile memory as: Uniform Bond with at least 75 bond schedule storage with independent First and Second bond parameters and Custom Bond programs containing parameter settings that can change per each bond in a sequence programmed by the operator. 10. Must have Reset Heights: Constant that can be taught a fixed height and Adaptive that adapts to bond height changes. 11. Must have 1-2-2 stitch mode in ball bonder configuration. Additional 1-2-1 and 1-1-2 selectable auto stitch and continuous wire manual stitch when in wedge bonding configuration for man and auto Z modes. 12. Must have Sensor bond actuation for variable height bonding of at least 0.740 in. max. vertical bonding window. 13. Must have Ramping bond energy system. 14. Must have High/low ultrasonic power selector. 15. Must have deep vertical access of at least 0.53 inch, with 0.750 inches length capillary tool. 16. Must have long horizontal reach of at least 6.5 inches. 17. Must have Programmable bond loop and search height controls. 18. Must have Built-in digital temperature controller for stage. 19. Must have Motorized Wire Feed System. 20. Must have Swing Away Wire/Ribbon Clamps, for ease of wire threading. 21. Must have 2 in. and 0.5 in. inertial spool holder assemblies. 22. Must have 4:1 ratio X-Y chessman manipulator. 23. Must have Multiple angle microscope adapter. 24. Must have Anti-static outer case. 25. Must have 90-265 VAC input power (universal). 26. Must be tabletop with a unit weight of no more than 70 lbs. 27. Must have LED Ring Illuminator with amplitude adjustments. 28. Must have Laser Target Spot Light. 29. Slotted Top Adjustable Height Heated Work Stage with mechanical and vacuum clamping and surface dimensions of at least 4 x 6 in. Standard height must adjust from 2.5 to 3.25 in. 30. Ceramic Tool - 0.750 in. length for ball bonding. 31. Wedge Tool - 0.750 in. length for wedge bonding. 32. Zoom Stereo-Microscope with focusing arm and 15X eyepieces (magnification range: 12X - 75X), must have extra 30X eyepieces available as options. (Magnification range: 24X - 150X). The Contractor shall state the warranty coverage provided for the equipment. LINE ITEM 0002: INSTALLATION. The Contractor shall provide installation for the Wire Bonding Instrument. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, turn key start-up, demonstration of specifications, and removal of all trash. LINE ITEM 0003: TRAINING. The Contractor shall schedule and facilitate training session for three (3) NIST personnel, on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, equipment operation and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications. Please submit all questions in writing to: andrew.perry@nist.gov Delivery terms shall be FOB Destination. Delivery shall be completed no later than 30 days after receipt of order. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Technical Capability Past Experience Past Performance Price Technical Capability, Past Experience, and Past Performance are equal in importance to price. If Technical Capability, Past Experience, and Past Performance are equivalent, price shall be the determining factor TECHNICAL CAPABILITY Evaluation of technical capability will be based on the information provided in the quotation. Quoters must include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications. PAST EXPERIENCE The Contractor shall describe their previous experience in manufacturing, assembling and providing similar systems, explain how their experience is relevant to providing the equipment listed herein, and how their experience will ensure successful completion of the project. Quoters must provide evidence that they have sold a minimum of three (3) instruments identical to that being proposed. Past Performance Past Performance will be evaluated to determine the overall quality of products and services provided. Evaluation of Past Performance will be based on the references provided and/or the offeror?s recent and relevant procurement history with NIST or its affiliates. Quoters shall provide a list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number and e-mail address of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. If paragraph (j) of the provision is applicable, a written submission is required. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001, 0002 and 0003 and all technical evaluation criteria, 2) A Description of the commercial warranty; and 3) one copy of the most recent published price list.
