Public Notice Posted on: 05/10/2006 PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: EQUIPMENT (31XX) CLASSCOD: EQUIPMENT (3116) OFFADD: U.S. DEPARTMENT OF COMMERCE, NOAA, National Seafood Inspection Laboratory (NSIL), Pascagoula, MS. SUBJECT: The NSIL intends to award a sole source purchase order to Micro-Comm, Inc. of Mobile, AL to provide and install a Business Telephone System for the NSIL Temporary Work Site at the Naval Station Pascagoula, for the following reasons: 1) Micro-Comm, Inc. installed the equipment and system that was utilized by NSIL prior to hurricane Katrina; 2) Equipment that was able to be salvaged after hurricane Katrina will be utilized at the NSIL Temporary Worksite; 3) This procurement is an expansion of the initial system installed by Micro-Comm, Inc. SOL: Purchase Order POC: Carey Marlow, Contract Specialist, (816) 426-7460 Business Telephone System shall have the following specifications: Phone Set Specifications: 16 button LCD Digital Phone Set shall include but not be limited to: 1. Compatible with all system components, (i.e., BCM or Norstar) 2. 16 programmable buttons for lines/features/autodial. 3. 8 additional memory buttons. 4. Voice Mail capabilities with individual mail boxes (36 or more) 5. Multi line with multi-segment call appearance icons. 6. Integrated BLF/DSS. 7. Fixed buttons for feature, hold, and release. 8. Message waiting indicator. 9. Built in speaker phone. 10. LCD display. 11. Extra length handset cord (2.7m). 12. Hearing aid compatible. 13. 1 Year warranty. Single Line LCD Digital Phone Set shall include but not limited to: 1. Compatible with all system components. (i.e., BCM or Norstar) 2. LCD display 3. Extra length handset cord (2.7m). 4. 1 Year warranty. Key Indicator Module shall include but not limited to: 1. Compatible with all system components. (i.e., BCM or Norstar) 2. LCD display. 3. Programmable buttons for each extension. 4. 1 Year warranty. Audio Conferencing Station 1. Compatible with all system components. (i.e., BCM or Norstar). 2. LCD display. 3. DNR technology. 4. Traditional phone features, keypad, etc. 5. 360 degree microphone with mixing ? microphone closest to speaker is on. 6. Microphone sensitivity ? users can use normal voice up to 10 feet. 7. 1 Year warranty. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. . A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Submissions received in response to this notice shall be evaluated based on the technical ability to provide equipment that is fully compatible with the existing system, demonstrated knowledge of the equipment, and past experience in providing equipment that meets the requirements described in the description section above. Interested persons should identify their interest and capabilities to respond to the requirement or submit proposals. All those interested should submit, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications, no later than 3 PM on Monday May 22, 2006.
