Description
This is a synopsis/quotation (RFQ) for commercial items prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Department of Homeland Security, Immigration and Customs Enforcement is requesting a quotation to provide hot meals for the Detention & Removal Operations, 34 Civic Center Plaza, Santa Ana, CA 90012 to commence performance on July 1, 2006 for a period of six months with three (3) 3 month option periods. Contractor shall prepare fresh packaged meals, three (3) times daily (breakfast, lunch and dinner, including beverages) on a rotational menu cycle seven (7) days a week for an average total of three hundred (300) daily meals. The rotational menu cycle is attached. Beverages shall consist of 8 oz, 2% Milk and 8 oz, 100% Juice per meal. Contractor shall provide Box meals on an as needed basis. Box meals will consist of two sandwiches, white meat, 100% whole wheat bread and 8oz, 100% juice. Contractor shall quote on additional milk and juice quantities as listed. All meals shall be prepared off-site. No food preparation is allowed within the staging area. Contractor shall provide spork utensils; forks, knifes, and spoons are not allowed in the staging area. Utensils shall be individually wrapped and sealed in a sanitary package. Individual food condiment packages consisting of salt, pepper, and napkins shall be provided by the contractor to accompany each meal. Delivery hours of meals: Breakfast 7:30 am ? 8:30 am, Lunch 11:30 am ? 12:30 pm, Dinner 3:30 pm ? 4:30 pm. Contactor shall make liaison with Government point of contact to determine number of meals required on a daily basis. All health and safety issues will be complied with as per industry standards. Contractor shall have a Hazard Critical Control Point Certification and a Serving Safe Food Certification or equivalent certification from an accredited educational institution. Quotation is solicited FOB Destination for delivery to the Los Angeles Staging Area. The Offeror shall provide: (1) prices per each meal (i.e. Breakfast/Lunch/Dinner/Box) (2) Copies of current operating/health certificates (3) Location of kitchen. FAR 52.212-2 Evaluation-Commercial Items applies with evaluation factors of technical capability to meet the Government needs and price. The Government reserves the right to award on all or none basis. Additional clauses 52.219-6 Notice Of Total Small Business Set-Aside, 52.222-3 Successful Offeror will complete the information in 52.212-3 Offeror Representations and Certifications-Commercial Items and submit their representation and certification via ORCA at http://orca.bpn.gov in response to this RFQ. The Offeror may obtain the full text of the clauses electronically at web site http://www.arnet.gov/far. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-09. The North American Industry Classification System Code (NAICS) is 722310. This requirement is a small business setaside procurement. Closing date or response date for this synopsis/quotation HSCEOP-6-Q-00043 is May 24, 2006 at 4:00pm, Pacific Daylight Time.
