- The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services at the Milwaukee Military Entrance Processing Station (MEPS), 11050 W. Liberty Drive, Milwaukee, WI 53244. Solicitation W91RUS-06-T- 0089 will be issued as a commercial, Firm Fixed Price (FFP) type contract with a base performance period of one year (12 months) and will include four, one-year option periods. The local exchange services provider, certified by the state of Wisconsin, sha ll provide local commercial communications services to Milwaukee MEPS including but not limited to, local access for commercial subscriber lines, digital access trunks, directory number and number portability. Specifically, the requirement calls for 15 in dividual message business lines; there are not existing phone numbers. The contract will include installation of ten (10) ground start trunks consisting of one two-way, eight trunk hunt group and two stand alone lines. The other five lines will be loop start. Lines shall be cross-connected to an NEC 2000 IPS telephone system. This solicitation is unrestricted; offers from all responsible sources will be considered. Sources responding to this solicitation shall ensure all proposal requirements are met and shall include with their proposals Representation and Certifications (FAR Clause 52.212-3). Contractors who are registered in the Business Partner Network (http://www.bpn.gov) and have an up-to-date Online Representation and Certifications Applicatio n (ORCA) in the BPN will not have to complete clause at 52.212-3. A statement affirming the firms updated ORCA information will be accepted. It is incumbent upon the offeror to insure that all information contained in the ORCA is up-to-date and complet e. Offerors not registered in ORCA shall complete FAR clause at 52.212-3 and submit with their proposal. All offerors shall ensure Dun and Bradstreet (DUNS) number, CAGE codeand Taxpayer Id (T.I.N.) is clearly cited on proposals and the firm is registere d in Central Contractors Registration (CCR) database. The SIC for this acquisition is 4813; the NAICS is 517110. Solicitation is anticipated to be released on or about 11 May 2006 with an expected closing date of 30 May 2006.
