- The above reference combined synopsis/solicitation is modified as follows: I. Modification to change subject from training in Peru to Fire and Pest Management in Central America. II. This statement of of Work as listed below for Fire and Pest Management Central America supercedes the prior Statement of Work in the combined synosis/solicitation. III. All other terms and conditions remain unchanged by reason of this modification Statement of Work Fire and Pest Management Central America 1) Background and Scope At the request of and with funding from the U.S. Agency for International Development/Guatemala-Central American Programs (USAID/G-CAP), the U.S. Department of the Interior's (DOI) International Technical Assistance Program (ITAP) has been providing technical assistance on forest fire and pest management in Central America since the year 2002. The work involves governmental and non-governmental staff from the following countries: Mexico, Belize, Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, and Panama. The points of contact for these countries are each country's Forest and Pest Committee members under the Commission on Central American Environment and Development (CCAD), an organization consisting of the Ministries of the Environment for each of these countries. Under this program, DOI-ITAP continues to assist in the following areas: a. Improve international coordination and information sharing among these 8 Mesoamerican countries. b. Technical assistance, training, study tours and workshops designed to improve existing national and local fire management strategies and their implementation throughout the Central American region. b. Efforts to develop with national governments an economic rationale for line item funding of forest fire and forest pest management activities and a system for decentralizing funding to appropriate agencies. c. Improve existing national and local fire management strategies and their implementation throughout the Central American region. d. Increase forest fire and pest management awareness and prevention education. 2) Scope Through this contract, DOI-ITAP will obtain in-country and timely logistical assistance to provide capacity building services and facilitate fire management trainings and workshops on forest fire and pest prevention, outreach to local communities, and preparations for upcoming fire seasons that will benefit representatives from all Central America. All these activities, as outlined below, will take place within Central America. DOI will work closely with USAID/G-CAP and the Central American Commission on the Environment and Development (CCAD) and in particular with the CCAD Committees on Forest Wildfire and Forest Pests. The eight countries included within this program are: Guatemala, Belize, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, and Mexico. 3) Tasks The contractor will work closely with the DOI-ITAP project manager and the CCAD points-of-contact to coordinate all necessary in-country logistics to complete the deliverables listed below. Included among the logistics to be performed are: a. Draft the invitations to each participant for each activity, ensure that the CCAD President signs these, and deliver them. DOI-ITAP and the CCAD points-of-contact will select who the participants in these events will be. b. Determine the most convenient and best value venue for each training and workshop, arrange for and pay for all workshop expenses (e.g., conference rooms), reserve transportation venues for each participant. c. Draft and distribute event agenda. d. Ensure that trainers and workshop facilitators have all necessary training and other materials. Location from which to Coordinate Work: Guatemala City, Guatemala (no relocation or housing costs will be reimbursed). This is necessary in order to closely coordinate with USAID/Guatemala, which is located in Guatemala City. It is much more cost effective for DOI (eliminating many expensive DOI logistical-preparation trips to Central Am). Location for Contract Services: To be proposed by Contractor and approved by DOI-ITAP to deliver most effectively and efficiently. 4) Deliverables The contractor will deliver to the ITAP Project Manager the following: e. Draft summary report at the end of each event, with accomplishments, recommendations, and follow-up activities. Summary report format is to be provided by DOI-ITAP and the same used throughout this program. f. Monitor and report to DOI-ITAP all expenses the contractor has incurred through its activities. g.Relay to the CCAD website manager, Carlos G?mez at cgomez@sgsica.org, to ensure that reports/results/outcomes are posted on the CCAD Website (http://www.ccad.ws/) for each effort that takes place under this contract. 5) Performance Measures: The contractor will work all the logistics, as indicated above, for each of the following activities: - Train a total of 80 governmental and non-governmental staff on wildfire prevention and suppression in Sierra de las Minas Biosphere Reserve and Sierra del Lacandon NP, Guatemala. The trainees will have completed this course fulfilling the Government of Guatemala requirements on basic fire fighting, as outlined by SIPECIF (the Guatemalan Emergency and Fire Response Interagency Center). Materials for this course will be those drafted by SIPECIF. - Purchase, deliver and install the radio systems in Guatemala as outlined in Table 1 below. The systems installed will become the property and responsibility of the non-governmental organization Fundaci?n Defensores de la Naturaleza and must be compatible with its already existing systems. - Coordinate two workshops in Honduras for a total of 40 governmental and non-governmental staff with the responsibilities of combating and controlling pine bark beetle infestations in natural pine forests in Honduras. The purpose of these workshops will be for interagency coordination and planning for responses to the next forest pest outbreaks. - Coordinate two Guatemala-Mexico law enforcement and fire management meetings for a total of 40 governmental and non-governmental staff. One of these meetings will take place in Chiapas, Mexico and the other in Pet?n, Guatemala. The purpose of these workshops is to strengthen transboundary coordination and planning for responses to the next forest fire season. - Coordinate two workshop meetings between a total of 20 Colombian and Guatemalan enforcement experts per workshop. These workshops will take place in Pet?n, Guatemala, and their purpose will be to continue the ongoing effort to strengthen law enforcement efforts within protected areas to prevent and control forest fires. - Coordinate one economic valuation workshop for 40 Central American governmental and non-governmental staff on fire damage to the environment to be held in Costa Rica. These workshops will provide a forum for regional sharing of economic wildfire damages case studies that have been conducted in each of the countries and strategizing on how best to promote the significance of this type of damage to their own respective governments. Dipole Antenna 30 meters. 6) Time Frames/Schedules: The term for this contract will be from award through 9/30/06 (Base Period of Performance), with two one-year Option Periods. The exact schedule for each activity will be determined by DOI-ITAP, USAID, and the CCAD points-of-contact. Generally, it is expected that 1 to 3 of these events will take place each month. 7) Contract Monitoring: The contractor will report directly to Ms. Cynthia Perera, who is the DOI- ITAP Project Manager at DOI headquarters in Washington, DC, and will also be functioning as the Contract Officer's Representative.
