Description
The Government intends to award an Indefinite Delivery Requirements Type Contract with Firm Fixed Unit Prices for custom toolboxes, racks with end lockers, padlocks in accordance with Norfolk Naval Shipyard drawings and specifications. The contract is for a base year plus option years. Delivery is FOB Destination to Portsmouth, Virginia. Evaluation criteria consist of past performance and price. No solicitation exists at this time. A Request for Proposal (RFP) package will be available on or about 6 February 2006 at the NECO website at http://www.neco.navy.mil or Federal Business Opportunity (FedBizOpps) websites at http://www.fpo.gov or http://www.fedbizopps.gov. Please review the solicitation and if you would like a set of drawings, please contact the Contracting Officer, Mrs. Mary Beth Collier at marybeth.collier@navy.mil. Important Note - This requirement is 100% set aside for small business concerns. The applicable NAICS is 332439. The size standard is no more than 500 employees. The incumbent contract number is N00181-02-C-0009 with Venus Corporation, 4846 N. County Rd., Blytheville, Arkansas 72316. Draft specifications for the new contract are provided as follows (final specifications will be provided in the RFP): The contractor shall fabricate 530 toolboxes in accordance with Government drawings and (1) Padlock key numbers shall be coordinated with previous toolbox fabrication contracts so same sequence is maintained to ensure that none of the lock-sets will have duplicate keys. (Padlock manufacturer may provide this information to the contractor once the contract is awarded), (2) Within 45 days after award of contract, contractor shall furnish a prototype toolbox and prototype toolbox rack for inspection as described in the drawing notes. These prototypes are not to be counted as part of the total numbers and shall become property of the Government, (3) After Government approval of the prototypes, the contractor shall have 45 days to deliver the first 80 production toolboxes and 8 production toolbox racks ready for use. The contractor shall deliver the next 80 production toolboxes and 8 production toolbox racks within the next 30 days and shall continue to deliver 80 production toolboxes and 8 production toolbox racks every 30 days until all 530 toolboxes and 50 toolbox racks have been delivered. The final delivery shall consist of 50 production toolboxes and 2 production toolbox racks, (4) As detailed in the drawings, final toolbox appearance shall be smooth and uniform and free from welding and manufacturing defects and scratches. The toolboxes shall be fully assembled and ready for use. Handle, caster wheels, hardware, etc. shall be properly aligned and shall operate freely. Bolt/screws shall be properly torqued. Vinyl decals/stickers shall be of high quality material suitable for extended exposure to outside waterfront environment. Sample vinyl decals/stickers shall be submitted for Government approval before beginning production of the toolboxes. Once approved, vinyl decals shall be properly installed on toolboxes as shown in the drawings. The toolboxes shall be packed in boxes and the boxes shall be placed in sturdy, waterproof plastic bags to protect the toolboxes and packing boxes from water damage during shipment. The hard-hat stickers will vary as to hard-hat color and shop number. The shipped toolboxes shall be identifiable as to which Shop they belong to, (5) In accordance with details on the drawings, final toolbox rack appearance shall be smooth and uniform and free from welding and manufacturing defects and scratches. The toolbox racks shall be fully assembled including lockers and ready for use. Locker doors, etc. shall be properly aligned and shall operate freely. Bolt/screws shall be properly torqued. Vinyl decals shall be of high quality material suitable for extended exposure to outside waterfront environment. A sample shall be submitted for Government approval before beginning production of toolboxes. Once approved, vinyl decals shall be properly installed on toolboxes as shown in drawings. For shipping, handling and storage purposes, the racks shall be shipped as follows: Two (2) racks shall be bolted together to form a two (2) rack unit using the lifting pad eyes and 1” diameter bolts, nuts and washers. No covering of the racks during shipping will be allowed. The racks will be rinsed off upon receipt if necessary to clean off road dirt and moisture. Potential contractors are hereby notified that the solicitation and any subsequent amendments will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
