Description
Amendment to change location from Lima Peru to Guatmeala City, Guatemala as stated in the Statement of Work.ive DOI logistical-preparation trips to Central Am). Location for Contract Services: To be proposed by Contractor and approved by DOI-ITAP to deliver most effectively and efficiently. 4) Deliverables The contractor will deliver to the ITAP Project Manager the following: e. Draft summary report at the end of each event, with accomplishments, recommendations, and follow-up activities. Summary report format is to be provided by DOI-ITAP and the same used throughout this program. f. Monitor and report to DOI-ITAP all expenses the contractor has incurred through its activities. g.Relay to the CCAD website manager, Carlos Gómez at cgomez@sgsica.org, to ensure that reports/results/outcomes are posted on the CCAD Website (http://www.ccad.ws/) for each effort that takes place under this contract. 5) Performance Measures: The contractor will work all the logistics, as indicated above, for each of the following activities: - Train a total of 80 governmental and non-governmental staff on wildfire prevention and suppression in Sierra de las Minas Biosphere Reserve and Sierra del Lacandon NP, Guatemala. The trainees will have completed this course fulfilling the Government of Guatemala requirements on basic fire fighting, as outlined by SIPECIF (the Guatemalan Emergency and Fire Response Interagency Center). Materials for this course will be those drafted by SIPECIF. - Purchase, deliver and install the radio systems in Guatemala as outlined in Table 1 below. The systems installed will become the property and responsibility of the non-governmental organization Fundación Defensores de la Naturaleza and must be compatible with its already existing systems. - Coordinate two workshops in Honduras for a total of 40 governmental and non-governmental staff with the responsibilities of combating and controlling pine bark beetle infestations in natural pine forests in Honduras. The purpose of these workshops will be for interagency coordination and planning for responses to the next forest pest outbreaks. - Coordinate two Guatemala-Mexico law enforcement and fire management meetings for a total of 40 governmental and non-governmental staff. One of these meetings will take place in Chiapas, Mexico and the other in Petén, Guatemala. The purpose of these workshops is to strengthen transboundary coordination and planning for responses to the next forest fire season. - Coordinate two workshop meetings between a total of 20 Colombian and Guatemalan enforcement experts per workshop. These workshops will take place in Petén, Guatemala, and their purpose will be to continue the ongoing effort to strengthen law enforcement efforts within protected areas to prevent and control forest fires. - Coordinate one economic valuation workshop for 40 Central American governmental and non-governmental staff on fire damage to the environment to be held in Costa Rica. These workshops will provide a forum for regional sharing of economic wildfire damages case studies that have been conducted in each of the countries and strategizing on how best to promote the significance of this type of damage to their own respective governments. Dipole Antenna 30 meters. 6) Time Frames/Schedules: The term for this contract will be from award through 9/30/06 (Base Period of Performance), with two one-year Option Periods. The exact schedule for each activity will be determined by DOI-ITAP, USAID, and the CCAD points-of-contact. Generally, it is expected that 1 to 3 of these events will take place each month. 7) Contract Monitoring: The contractor will report directly to Ms. Cynthia Perera, who is the DOI- ITAP Project Manager at DOI headquarters in Washington, DC, and will also be functioning as the Contract Officer's Representative.
