- The Broadcasting Board of Governors, International Bureau of Broadcasting (BBG/IBB), has a requirement for a single contractor to provide audience research for U.S. funded non-military international broadcasting under an International Audience Research Project (IARP). The BBG oversees a combination of federal and private broadcast entities including the Voice of America (VOA), VOA TV, Office of Cuba Broadcasting (OCB), which includes Radio and TV Marti, Middle East Broadcasting Networks (MBN), Radio Free Europe/Radio Liberty (RFE/RL, Inc.) located in Prague, Czech Republic and Radio Free Asia (RFA, Inc.). The existing contract will expire in its entirety on September 30, 2006. The Government anticipates awarding a replacement contract with two components: 1) A Firm-Fixed Price component for the entire International Audience Research Project (IARP) Contract Matrix of Individual Core Research Projects and Related Core Work; and 2) An Indefinite-Delivery/Indefinite-Quantity (IDIQ) Task Order component for additional unforeseen research projects needed during the course of performance. The Contractor shall provide all necessary labor (direct/indirect), materials, equipment, supervision, management, travel, subcontracts and any other personnel or material resources to perform all of the IARP Contract Matrix of Individual Core Research Projects and Related Core Work under the "Firm-Fixed-Price (FFP)" component of the total contract work specified in Sections C and J of the forthcoming solicitation and any individual Task Orders that are awarded for additional unforeseen research projects during the course of performance under this contract that are categorized under one of the six ?Generic Tasks?, specified in Sections C of the forthcoming solicitation. The replacement contract term will be a one (1) year period beginning October 1, 2006 with four (4) subsequent one-year renewal option periods. The BBG/IBB intends to post the request for proposal (RFP) solicitation document on or about May 26, 2006 on the FBO web site with a proposal due date of thirty (30) calendar days after the RFP posted date. Offerors interested in receiving a copy of this Solicitation No. BBGCON0206S6174-KSH for the forthcoming solicitation must be submitted in writing to the BBG/IBB Contracting Officer at the above-listed address or via facsimile at 202-260-0855 or via Email to kharper@ibb.gov. All written requests for a copy of the intended RFP shall include the above noted solicitation number, your company name, mailing address, point of contact, email address, telephone number and facsimile number. No telephone requests for this solicitation will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This notice is not a RFP, IFB, or RFQ.
