Description

This is a combined synopsis/quotation (RFQ) for commercial items prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Department of Homeland Security, Immigration and Customs Enforcement is requesting a quotation to provide packaged meals for the Florence Service Processing Center, 3250 N. Pinal Pkwy Ave., Florence, AZ 85232. Period of Performance shall be July 1, 2006 through June 30, 2007 with four One (1) Year Option Periods. Contractor shall prepare preservable/frozen viewable ( to see contents) packaged box meals; to consist of one (1) sandwich (2 slices white/wheat bread and 1 slice American Cheese), one (1) ?Crustless? Peanut Butter and Jelly sandwich, and one (1) individual cookie package (2 cookies). Contractor shall provide sealed airtight viewable (to see contents) box meals, approximately 30 boxes packaged per case, 35 to 40 cases per pallet for shipment on an as needed basis. Shipment shall be by pallet only. All health and safety issues will comply with industry standards dealing with food preparations. Contractor shall have a Hazard Critical Control Point Certification and a Serving Safe Food Certification or equivalent certification from an accredited educational institution. Quotation is solicited FOB Destination for delivery to the Florence Service Processing Center, Florence, AZ. The Offeror shall provide: (1) prices per each meal/per case and for each option period (2) Copies of current operating/health certificates (3) Location of kitchen (4) Narrative addressing their technical capability to meet the Government needs. FAR 52.212-2 Evaluation-Commercial Items applies with evaluation factors of technical capability to meet the Government needs, and price. The Government reserves the right to award on all or none basis. The following FAR Clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, which incorporate the following Clauses: 52.219-6 Notice of Total Small Business Set-Aside; 52.222-3 Convict Labor; 52.222-19 Child Labor-Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35 Affirmative Action for Disabled Veteran Era (38 U.S.C. 4212); 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212; 52.225-13 Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121 and 13129); and 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. Successful Offeror will complete the information in 52.212-3 Offeror Representations and Certifications-Commercial Items and submit their representation and certification via ORCA at http://orca.bpn.gov in response to this RFQ. The Offeror may obtain the full text of the clauses electronically at web site http://www.arnet.gov/far. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005- 09. The North American Industry Classification System Code (NAICS) is 722310. This requirement is a small business setaside procurement. Closing date or response date for this synopsis/quotation HSCEOP-06-Q-00044 is May 22, 2006 at 2:00pm, Pacific Daylight Time.
