- Subject acquisition is for the award of two (2) multi-discipline, indefinite delivery, indefinite quantity (IDIQ) contracts, set-aside for Emerging Small Business, to provide, architecting engineering services at the DVA Miami, FL. The A/E firms will be required to furnish and perform life/safety reviews, site investigations, engineering, design and construction period services; preparation of plans, specifications and cost estimates for projects involving but not limited to the following disciplines; architectural, electrical, mechanical, plumbing, life-safety and asbestos. Disciplines and capabilities must be represented within the same firm or with consultants that regularly work with the primary firm. Duration of the two contracts will be for base period, which is defined as date of award to September 30, 2006, plus two, one year option periods.Total amount that may be paid under these contracts, for base period, plus option years will not exceed a maximum value of $1,000,000.00. Individual task/delivery orders under these contracts for specific projects with the value of each order not to exceed 50,000.00. The selected firm must have the capability of providing final drawings formatted in AUTOCAD Release 2004, or a more recent version. The firm shall also be able to obtain a software package to convert drawing files formatted for electronic posting over the Internet, and they must also have the PACES Estimating Package in order to provide construction estimates on all projects. Each converted drawing file shall be provided on CD-ROM. Following an initial evaluation of the qualifications and performance data submitted, five firms considered to be the most highly qualified to provide the type of service required, maybe chosen for negotiations. Selection will be based in the following criteria listed in the order of importance (1) Specialized experience in the type of work required: (2) Professional qualifications of staff to be assigned to this project; (3) Professional capacity of the firm to perform the contemplated work within the required time limits: (4) Past performance with respect to construction cost control, quality of work ad compliance with performance schedules: (5) Location of the firm in the general geographic area of the project and knowledge of the locality of the project. Firms, which meet the requirements described in this announcement, are invited to submit, three (3) copies of appropriate data on SF330, to Stacey L. Malott, Contracting Officer (90C), VA Medical Center, 1201 NW 16th Street, Miami, FL 33125 by 2:00 PM (EST) on Friday, May 26, 2006. Faxed copies are not acceptable. This is a Total Set-Aside for Emerging Small Business. Emerging Small Business is a concern whose gross receipts are averaged over a three (3) completed fiscal years to determine its average annual receipts and is no greater than 50 percent of the numerical size standard applicable to the North American Industry Classification System (NAICS) code. The NAICS code is 541310 and the Small Business Size Classification is $2,000,000.00. Numbered notes 24 & 29 apply.
