Description
Contractor shall provide Professional Engineering Services to the Mid-Atlantic Health Care System (VISN 6)to review a total of eight medical centers (Asheville, Durham, Fayetteville, and Salisbury, NC; Beckley, WV; and Hampton, Richmond, and Salem, VA) to determine what construction/HVAC improvements are required to bring each medical center into compliance with USP 797 standards. The Professional Engineer (PE) must be licensed in either North Carolina or Virginia. The PE shall visit each medical center to evaluate the Pharmacy space, layout and current HVAC conditions to determine the scope of work and estimated cost to bring each medical center into compliance. PE shall provide a report (4 hard copies and 1 disc) describing existing conditions, recommended action, and cost estimates for each medical center. NAICS Code 541330 applies. The small business size standard is $4.5M in annual gross revenues averaged over the past 3 years. Interested firms are required to submit Standard Form (SF) 330 (3 copies) to the attnetion of the Senior Contracting Officer (90C2), VA Medical Center, Salem, Virginia 24153 no later than 4:30 p.m., Friday, June 9, 2006. Selection criteria shall include the following elements (a) through (k), not necessarily listed in order of importance or merit: (a) proposed management plan; b) previous experience; c) professional qualifications and background; d) facilities location; e) cost control; f)schedule control; g) estimating effectiveness; h) experience and capabilities in value engineering, life cycle analysis, critical path method, fast-track construction; energy conservation, new energy sources, environmental assessment, specialized experience, CAD, drafting and other computer applications; i) awards received; j)circumstances and outcome of litigation over the past 5 years; and k) type and amount of liability insurance. THIS IS NOT A REQUEST FOR PROPOSAL. No material will be issued and no solicitation packages or bidder/plan holders list will be issued.
