- Solicitation No. W81XWH-06-R-0021 will be ISSUED ON OR ABOUT 31 May 2006 and proposals will be due in accordance with block 9 of the Request for Proposal (RFP). No hard copies of the solicitation will be issued by the contracting office. All intere sted parties can view, download and print a copy of the solicitation and any resulting amendments at the following website: www.usamraa.army.mil click on Products, then Solicitations. The U.S. Army Medical Research Materiel Command (USAMRMC) has a service requirement for records and electronic data management of documents for pre-clinical and clinical studies. This service is to support the Medical Research Information Technology System (MeRITS) Program Management Office www.merits.army.mil. Experience in medical research and development, including new drug application (NDA) and Investigational New Drug (IND) is desired. The document management of the pre-clinical and clinical studies is specified in FDA regulations governing management of electronic d ata and documents associated with medical product development (21 CFR Part 11 and predicated rules). The functions performed will include a variety of FDA-regulated capabilities, such as electronic document management, data capture and management, labora tory information management, adverse event reporting and tracking, and standardized dictionary-based data coding. Proposals will be evaluated on a Best Value basis. It is anticipated that the resulting contract will be issued as a Firm-Fixed Price type of contract for a period that includes one Base Year and four Option Years. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) data base.
