- Please refer to the Presolicitation Notice issued on April 5, 2006 regarding solicitation 06-SP-40-8138. The solicitation has been cancelled due to a processing error and is resolicited as 06-SP-40-8143. The response dates identified in the first presolicitation notice is unchanged. The Bureau of Reclamation, Upper Colorado Region, is issuing a solicitation for work associated with sealing of cracks on the upstream side of the Upper Stillwater Dam, located at a remote site which is approximately 40 miles northwest of Duchesne, Utah in Duchesne County. The principle components of the work include preparing upstream surface of a roller compacted concrete dam and installing a membrane system. The system requirements include the following: A. Objectives 1. Prepare the concrete surfaces under the membrane systems including repair of crack exposures, spalled or loose concrete, grout holes, and abrupt offsets at facing element lift lines. 2. Clean and roughen the concrete surfaces under the membrane systems to provide for specified minimum adhesion of the membrane systems to the dam face. 3. Design, manufacture, and install water impermeable membrane systems on the vertical, upstream face of the dam across the specified cracks; B. Components of Membrane System: Determined by the Contractor; C. Dimensions of Membrane System: 1. Vertical: Upper and lower limits as shown on drawings. 2. Horizontal: a. Extend 200 percent of distance required for 100 percent adhesion development on each side of crack. B. Minimum: Extend 15 feet in each direction from specified crack station; D. Minimum Service Life: 20 years; E. Differential Hydrostatic Loading Across Membrane: 250 feet. 1. Membrane is not drawn into cracks, voids, or grout holes. 2. Membrane does not rupture; F. Flexibility: 1. Capable of handling the following differential movements across crack at all temperatures expected during service without failure: a. Cracks at Stations 25+16, 41+04, and 42-88: 1) Vertical Offsets: 0.3 inches, 2) Horizontal: a) Offset normal to dam axis: 0.3 inches, b) Contraction parallel to dam axis: 0.4 inches, c) Expansion parallel to dam axis: 0.4 inches, b. All other cracks: 1) Vertical Offsets: 0.1 inches, 2) Horizontal: a) Offset normal to dam axis: 0.1 inches. 2) Contraction parallel to dam axis: 0.2 inches, c) Expansion parallel to dam axis: 0.2 inches; G. Withstand Environmental Exposures During Construction: 1. Ambient temperature extremes. 2. Freezing and thawing; H. Withstand stresses applied to membrane during installation; I. Withstand Environmental Exposures During Service: 1. Ambient temperature extremes. 2. Ultraviolet radiation. 3. Freezing and thawing. 4. Ice and debris loading. 5. Wind uplift; J. Uplift from water and air: 1. Membrane system: Capable of preventing uplift of the system during drawdown conditions of the reservoir. 2. Membrane system: Unaffected by vapor encapsulated beneath the membrane, which can cause bubbling and uplift due to increased temperatures or a sudden drop in barametric pressure after the drawdown of the reservoir;. K. Gravity load: 1. The membrane system material shall provide adequate factor of safety to self weight of the system to avoid over stressing of material over the height of the 150 foot coverage; L. Subgrade differential deformation: 1. The membrane system shall have elongation and elasticity of the material to overcome tensile stresses caused by subgrade differential deformation at the offsets of the upstream concrete face; M. Reservoir Waves: 1. The membrane system shall have physical properties to withstand wave action against the membrane. a. Material shall have physical properties and adhesion to be unaffected by suction uplift due to wave action. b.. Wave action shall not extract or change the physical makeup of the plasticizers in the membrane systems; N. Chemical and Biological Attack: 1. The membrane system all not be affected by chemicals and micro-organisms that may exist in the reservoir water. 2. The membrane system shall be resistant to the chemical components in Portland cement. Restrictions: A. Mechanically-attached, pre-fabricated membrane systems are not acceptable. All work must be performed and completed within 258 calendar days from the date of issuance of the Notice to Proceed but no later than June 1, 2007. The applicable North American Industry classification System (NAICS) code is 237990 and the related small business size standard in millions of dollars is $28.5. The estimated dollar magnitude of this project is anticipated to be between $1,000,000 and $5,000,000. This procurement will require 100% performance and payment bonds. The Request for Proposal (RFP) and the specifications are issued with this notice. The required response date is June 15, 2006. A site visit will be held at the Stillwater Dam on May 23, 2006 at 10:00 a.m. MST. Please see clause L.9 of the solicitation for additional information.
