- NASA/MSFC has a requirement for testing to evaluate POLYBENZOXAZINE Base Composites (PBZ) as replacement resin to the phenolic resin currently used in solid rocket motor ablative nozzle fabrication. The motor to be used for this effort is proprietary to ATK. Its use allows comparison to the vast database of information on Space Shuttle ablative materials.This effort will support the propulsion materials development task under the Advanced Materials for Exploration (AME) program. This program is a Government-led in-house development program. The proposed effort will be conducted jointly with ATK SEHO personnel and civil servants on-site at MSFC. Government personnel will benefit from participating in and observing the proposed effort as part of a critical skills retention / development / training program. MSFC will provide the necessary materials, equipment, and facilities to support the proposed effort. NASA/MSFC intends to purchase the items from ALLIANT TECHSYSTEMS, THIOKOL SCIENCE & ENGINEERING, HUNTSVILLE. Sole source is based on (1) ATK SEHO is the only known contractor with personnel certified to operate MSFC?s tape wrapping machine which will be utilized for the proposed effort. The operators must be recertified yearly and ATK SEHO is the only known source with the requisite qualifications and certifications to operate this machine and satisfy schedule requirements. (2) ATK SEHO is uniquely positioned to perform the required support since their personnel are already located on-site working under another contract and have access to the facilities where the proposed work will be performed. In addition, no travel expenses or per diem will be charged for the proposed effort.(3)ATK SEHO owns the design of the motor to be used for the proposed testing. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 11, 2006 Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
