Description
The USDA, ARS, LSO has a requirement to purchase a small robust spectrometer optical module for a 1250-2500nm (8000cm -1 to 4000 cm-1) near infrared region. The module must be capable of being fitted with an NIR source, appropriate detector (lead Sulfide or InGaAs) and grating element/Hadamard mask or interferometer to form a spectrometer. The instrument must be capable of 4 CM -1 resolution (Rayleigh) to be used in the measurement of stickiness in cotton. That is, the specifications in frequency space are 8000cm -1 to 4000 cm -1 and a SNR > 10,000:1. The instrument should be lightweight (under 25 lbs), insensitive or correctable for thermal variations, have a simple external source to illuminate the target and a robust geometry. The device as assembled must be directly interfaceable to a computer. The quotation should indicate what detector and grating element would be best suited for the spectrometer module. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 21 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is May 31, 2006. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far.
