- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DE-RQ65-06WG72612 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. A fixed price contract will be awarded using Simplified Acquisition Procedures. This procurement is 100% reserved for small business concerns. The North American Industry Classification System Code is 334515 and the business size standard is 500 employees. Requirements are as follows: Furnish and deliver to the Western Area Power Administration no later than June 14, 2006 the following described items, Name Brand or Equal to: 001 (20 Each), TransData MARK-V Revenue Meter Form 9 tall switchboard case, 3-phase, 4-wire WYE, 3-KYZ outputs, SEL-2030 interface SCADA Card with DNP 3.0 and Modbus, Register Ethernet w/RJ-45 jack, Register RS232/RS485 Model No. EMS-60E09J13SGQS. MUST be the same form, fit and function as these are for direct replacements to existing equipment in service throughout our electrical system. Must submit enough technical data that shows it IS equal! OFFERING ON: Manufacturer???s Name: ____________________ Model/Type: _____________________________ 002 (Lump Sum) freight to our warehouse at 615 S. 43rd Avenue, Phoenix, AZ 85009. The offeror must also provide its Contractor Establishment code (DUNS Number) and Tax Identification Number (TIN). The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government considering price and other factors considered. The following factors shall be used to evaluate offers: 1) An offer that fully complies with the solicitation, technical specifications and required delivery requirements, 2) An offer that has an acceptable record of past performance.
