- Description
- Survey of Retail Prices; State Payment and Utilization Rates and Performance Rankings. Under the Deficit Reduction Act (DRA) of 2005, the Secretary of Health and Human Services is charged to contract for the monthly determination of retail survey prices for covered outpatient drugs that represent a nationwide average of consumer purchase prices for such drugs, net of all discounts and rebates. In addition, the vendor shall provide notification when a new drug product that is therapeutically and pharmaceutically equivalent and bioequivalent becomes available and analyze whether the availability of this and other drugs meet the conditions for setting a Federal Upper Limit (FUL). The vendor shall be contracted to collect each State?s pricing information and perform a comparative analysis and rank each State?s prices to the retail survey prices. The Centers for Medicare & Medicaid Services (CMS), through delegation authority from the Secretary, shall obtain the services of a vendor demonstrating history in surveying and determining retail prices for ingredient costs of prescription drugs on a nationwide basis; the vendor shall also demonstrate a history of working with retail pharmacies, commercial payers and States in obtaining and disseminating such price information; and, collecting and reporting the price information on a monthly basis. Under FAR Part 10, Market Research, CMS is inviting qualified and interested parties to submit a capability statement with the following information for CMS subject matter expert review: (1) Central Contract Registry (CCR) registration form (including applicable North American Industrial Code (NAIC) and small business status); (2) GSA contract number if applicable; (3) Summary of work experiences with scope and magnitude as described above. The information provided shall not exceed 30 pages in total. For businesses not registered in the CCR, you must submit business status information (e.g., small, large, Hubzone?etc) and any NAIC information. Information should be submitted to CSEVEL@CMS.HHS.GOV and DDUZOR@CMS.HHS.GOV as a word document attachment no later than Monday, May 22, 2006.
