Description
The Health Resources & Services Administration (HRSA) intends to negotiate - on a sole source basis -- with Cecil G. Sheps Center for Health Services Research, University of North Carolina, Chapel Hill of North Carolina. This procurement shall be processed in accordance with the Contract by Negotiation Procedures as outlined in Federal Acquisition Regulations (FAR) Parts 15 and 6. The purpose of this acquisition is to provide for the contractor to assist the Maternal and Child Health Bureau (MCHB) with the identification and compilation of national Maternal and Child Health (MCH) priorities ? in an effective manner ? based upon the documentation provided in the 2005 State Title V MCH Needs Assessments. Cecil G. Sheps Center for Health Services Research, University of North Carolina of Chapel Hill has developed such a degree of in-depth knowledge of the Title V Block Grant Program?s national practices, performance measures, reporting process, review process and grant recipients makes them unique. The Contractor has spent a considerable amount of effort in developing dynamics and influential affiliations between MCHB, the Association of Maternal and Child Health Programs, and other MCH partners, which would be difficult, time consuming and expensive to replicate. Any other source would have to duplicate a substantial array of current and previous efforts to accomplish the same objectives. This would cause substantial duplication of cost, dwarfing the size of this procurement. The MCHB would not recover this duplicated cost through competition. Therefore, HRSA determined Cecil G. Sheps Center for Health Services Research, University of North Carolina of Chapel Hill is the only responsible source under the authority found in 41 USC 253 (c) (i), as set forth in FAR 6.302-1(a) (2). THIS IS NOT A SOLICITATION. It is a notification of our intent to contract. A justification for other than full and open competition (JOFOC) is on file.
