Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 076080 and the solicitation is issued as a Request for Quotations (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. (iv) This acquisition is set-aside for small business and the associated North American Industry Classification System code is 511210 and the small business size standard is $23.0 million. (v) Contract Line Item Number (CLIN) 0001: Software Maintenance Plan for WinZip 43,000 User License and CLIN 0002: Software Maintenance Plan for WinZip Self-Extractor 33,000 User License. (vi) The FBI intends to negotiate with WinZip Computing, Inc., the publisher, on a sole-source basis for the Software Maintenance Plans for CLINS 0001 and 0002 for a base year with two one-year optional periods. The Software Maintenance Plans are in support of the FBI?s existing user licenses and will entitle the FBI to upgrades for all major releases of the covered software products; priority e-mail technical support; and the right to purchase additional licensed copies at a price based on WinZip Computing?s standard price at the time of purchase of the additional copies. (vii) Maintenance shall be for the period October 1, 2005 through September 30, 2006, with two one-year optional periods of October 1, 2006 through September 30, 2007 and October 1, 2007 through September 30, 2008. Coordination of the maintenance support and delivery shall be to: Federal Bureau of Investigation (FBI), Attention: Sheri M. Copeland, Room 1B940, J. Edgar Hoover F.B.I. Building, 935 Pennsylvania Avenue, N. W., Washington, D. C. 20535-0001. (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to OfferorsBCommercial, applies to this acquisition. Addendum to FAR 52.212-1, Paragraph 10B Past Performance information shall be an evaluation factor. Offeror is requested to provide three recent and relevant contracts for the same or similar items and shall include the contract numbers, points of contact with telephone numbers, and other relevant information. (ix) The provision at FAR 52.212-2, EvaluationBCommercial Items is applicable. The specific evaluation criteria included in paragraph (a) of this provision is: (i) technical capability of maintenance plan to meet the Government requirements; (ii) price; and (iii) past performance. Technical and past performance, when combined are equal when compared to price. (x) Offerors responding to this combined synopsis/solicitation shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and CertificationsBCommercial Items, with its offer. (xi) The clause at FAR 52.212-4, Contract Terms and ConditionsBCommercial Items, applies to this acquisition.
