Description
This is a presolicitation notice. The Department of Transportation (DOT), Federal Highway Administration (FHWA) intends to issue a Broad Agency Announcement (BAA). The goal of the BAA is for applied research of and scientific study directed toward increasing knowledge and understanding to broaden the TRANSIMS user base and to provide for applications of TRANSIMS representing a diversity of populations, geographic regions and analytical methods. It is the Government?s intention to issue the BAA in early to mid June by posting it on the www.fedbizopps.gov website. Since this announcement will only be available electronically, NO written, telephone, facsimile or e-mail requests for the announcement package will be accepted. Also, it will be the sole responsibility of interested parties to monitor the FedBizOpps.gov website for any amendments to the announcement. The NAICS code for this solicitation is 541611 (size standard is $6M). DRAFT BAA: The draft BAA is posted for review by and to obtain feedback from potential offerors. FHWA encourages potential offerors to submit questions, comments and suggestions on the draft BAA to help FHWA prepare for the release of the official announcement. All questions, comments and suggestions must be emailed to Christian.Hellie@fhwa.dot.gov no later than 26 May 2006. All relevant questions, comments and suggestions and FHWA?s responses will be posted when the final announcement is released. Additionally, a ?question and answer? session will be held at the TRB Innovations in Travel Demand Modeling Conference, Sunday May 21, 2006 (Workshop 1, 1:30 ? 5:00) at the Hyatt Regency in Austin, Texas. This is a ?non-mandatory? session and those prospective respondents who are unable to attend may still submit proposals without prejudice. All relevant questions and their responses from the Q & A session in Austin, Texas will also be recorded and posted when the official announcement is released.
